Cabinet expansion only after Oct 10 : KPCC President.

The state Congress leadership has spilt the beans on cabinet expansion, but along with the date the mindset of the majority of the elected representatives to is out. Karnataka Pradesh Congress Committee (KPCC) President Dinesh Gundurao said that the cabinet expansion will be carried out only after October 10 as the inauspicious ‘Mahalaya Amavasya’ falls on October 10.

“Even though I don’t believe in the concept of auspicious and inauspicious days, many leaders are staunch believers of the same. So we have decided to take up the expansion after October 10,” he said that the posts of the corporation and boards too will be carried out simultaneously.

He also stated that there is no confusion in the party. “This government will last for five years. There are no dissidence activities,” he said.

“Filling up of the corporations and board chairman posts will also be carried out simultaneously along with the cabinet expansion,” he said.

He also informed that soon leaders will visit each district and hold a meeting with the activists. “Based on the input we receive the party will finalize its candidates,” he added.

Antigua assures India it will extradite Mehul Choksi

Antigua and Barbuda has assured India that it will extradite fugitive jewellery merchant Mehul Choksi as soon as the legal formalities are over, according to External Affairs Ministry Spokesperson Raveesh Kumar.

The assurance was conveyed by Antigua’s Foreign Minister Chet Greene when he met External Affairs Minister Sushma Swaraj on Wednesday on the sidelines of the UN General Assembly meeting, Kumar told reporters.

Greene, who had requested the meeting, told her that Prime Minister Gaston Alfonso Browne and the government were fully behind complying with India’s request for extraditing Choksi, Kumar said.

Sushma Swaraj asked that he be extradited expeditiously and Greene said there were internal legal and court procedures that had to be gone through to comply with the nation’s laws and as soon as they were taken care of Antigua would extradite him, according to Kumar.

Choksi, who is wanted in India over his alleged involvement in a scheme that defrauded Punjab National Bank of $2 billion, has reportedly taken the citizenship of the Caribbean island nation.

Sushma Swaraj, Iran Foreign Minister discuss US sanctions against Tehran

With the weather clearing up on Thursday search and rescue operation for over 1,000 people, mostly tourists, began early in the Himachal Pradesh hills for the third day.
Two Chetak helicopters additionally deployed along with three the Indian Air Force’s sped up the rescue in the Lahaul Valley in the Middle Himalayas. The rescue operation started at 7 a.m., an official said.

Nearly 500 people were still reported to be stuck in Suraj Tal lake and Zingzing Bar areas along Keylong-Leh road.

Over 300 labourers of the Border Roads Organisation (BRO), a wing of the Ministry of Defence, involved in construction of roads in forward areas have also been stranded since September 22 following incessant rains that lead to a number of landslides severing road links.

The BRO is making every effort to provide food items and medicines to those still stuck but have somehow been reached.

So far a total of 898 persons have been rescued to safety till Wednesday and they included 12 foreigners, Additional Chief Secretary Manisha Nanda said here.

“Over 700 people have been rescued by road via the Rohtang tunnel in the past two days. We expect to rescue another 200 by road on Thursday,” a senior government functionary monitoring the rescue operation told IANS.

Nanda said packets of eatables have been air dropped at Kunzam Pass.

Most people who got stuck at the Baralacha Pass were travelling to and from Manali to Leh in Jammu and Kashmir.

Chief Minister Jai Ram Thakur on Wednesday apprised Prime Minister Narendra Modi that the state suffered losses totalling approximately Rs 1,250 crore due to the heavy rains.

Modi has assured the state of all possible central assistance.

Early snowfall in the higher reaches, cloud burst and heavy rains devastated large parts of the state from September 22 to 24. Kullu and Lahaul-Spiti were the worst affected.

Heavy snowfall on the Rohtang Pass (13,050 ft) has cut off the Lahaul and Spiti Valleys affecting a large number of tourists and hampering water and electricity supply. They have been stranded at number of isolated locations.

The BRO has been clearing the snow from various roads on a war footing. Some stretches had over eight feet of snow.

Women can’t be treated as chattel: SC strikes down adultery law

In yet another landmark judgement, the Supreme Court on Thursday decriminalised adultery after striking down a British era law, Section 497 of the Indian Penal Code, terming it as unconstitutional, archaic and manifestly arbitrary, with one judge saying women can’t be treated as “chattel”.

“Mere adultery can’t be a criminal offence. It is a matter of privacy. Husband is not the master of wife. Women should be treated with equality along with men,” Chief Justice Dipak Misra said.

Most countries have abolished adultery as a crime. “It shouldn’t be a criminal offence, other people are also involved in it,” Misra said, reading out the judgement, also on behalf of Justice A.M. Khanwilkar.

Earlier this month the apex court had decriminalised same sex offence under Section 377 of the IPC, which was another British era law.

Any discrimination shall invite the wrath of the Constitution, the Chief Justice said, adding that a woman cannot be asked to think about the way society desires her to do.

Justice Rohinton F. Nariman, reading out his judgement, said: “Women can’t be treated as chattel”.

Justice D.Y. Chandrachud in a concurring but separate judgment said society has two sets of morality in sexual behaviour — one for women and another for men.

Society treating women as embodiment of virtue leads to things like honour killings, he said, adding that the archaic law is against dignity, liberty and sexual autonomy guaranteed under the Constitution.

Shahid Kapoor To Play Boxing Hero Dingko Singh On Screen

Shahid Kapoor is all set to portray former boxing champ & Asian Games gold medallist Dingko Singh on screen. Man gets 20 years of jail term for raping 8-yr-old daughter

City sessions court awarded 20 years imprisonment and Rs.50,000 fine for a person who sexually assaulted his 8-years-old daughter.

Anvar (30), a resident of Kengeri is the guilty who has been awarded the punishment. According to the police, Anvar sexually assaulted his 8-years-old daughter when his wife was not at home. The incident happened in the year 2017.

“After sexually assaulting the daughter, Anvar threatened her of killing her and her mother if she revealed the incident.

But daughter complained to her mother who in turn approached the police seeking help. Based on the mother’s complaint Anvar was arrested. As the charges are proven in the court, the sessions court awarded him punishment,” informed the police.

Mammoth task to audit, erase Aadhaar data with private firms: Experts

Terming the Supreme Court verdict on Aadhaar a breath of fresh air for Indian citizens, experts on Wednesday said a completely new regime has to be put in place to protect the Aadhaar data that is lying with private companies.

Stating that private entities or individuals cannot avail Aadhaar data to provide consumer services, the apex court struck down Section 57 of the Aadhaar Act which allowed sharing of data with private entities.

It means that telecom companies, e-commerce firms and private banks cannot ask for biometric and other data from consumers to provide their services.

“The Aadhaar verdict is a huge sigh of relief for citizens. The humongous task now is to ensure that the data that is already with private companies is not misused or sold,” Pavan Duggal, the nation’s leading cyber law expert, told IANS.

“The data now needs to be dismantled but the onus is to make sure companies do not make copies of the data and use it to monetise their operations. The big question is which agency will audit this humongous task,” added Duggal, also a leading Supreme Court lawyer.

The apex court also said that Aadhaar data can’t be shared with security agencies in the name of upholding national security and individuals too can complain about theft of their Aadhaar data.

“Private companies played a big gamble of integrating Aaddhar data with their systems wherein they spent a lot of money. The whole exercise is now futile and the country now needs a fresh Aadhaar ecosystem,” Duggal noted.

The Unique Identification Authority of India (UIDAI), said Duggal, had already lodged more than 50 FIRs against private companies for Aadhaar data breach.

“Today’s judgment as read out in court signals massive changes in the Aadhaar project and the Act. The legitimacy of its stated purposes is destroyed. Even the majority signals significant concern by reading down portions,” tweeted New Delhi-based lawyer Apar Gupta.

Although experts are yet to read the verdict in fine print, they said the Supreme Court’s directive to Centre to bring a robust data protection law is the need of the hour.

“The Aadhaar data is saved in data centres outside the boundaries and law of our country. There is an urgent need for addressing newly emerging legal and cyber security challenges concerning Aadhaar ecosystem on an urgent basis,” Duggal said.

The Supreme Court, in a landmark judgment last year, declared privacy a fundamental right. This set the government in motion to take steps to bring a new data protection legislation for the country.

The Justice B.N. Srikrishna Committee submitted the Personal Data Protection Bill 2018 in July, suggesting amendments to the Aadhaar Act to provide for imposition of penalties on data fiduciaries and compensations to data principals for violations of the data protection law.

The 213-page report suggested amendments to the Aadhaar Act from a data protection perspective.

According to Duggal, “not just cosmetic changes, there is an urgent need for addressing newly emerging legal and cyber security challenges concerning Aadhaar ecosystem on an urgent basis”.

Supratim Chakraborty, Associate Partner at law firm Khaitan & Co, said the verdict that private parties cannot have access to individuals’ data was a double-edged thing.

“From a socialistic perspective and individualistic perspective, you need to have proper safeguards as to how your information is being used by a private party.

“However, from a business perspective, it could increase their expenses if they need to collect too much information one by one from an individual. It compels us to ponder whether there is a correct way to do business while protecting the privacy of users,” Chakraborty told IANS.

In Europe, as part of the European Union’s General Data Protection Regulation (GDPR) that came into force from May 25, EU citizens at any point may object to an organisation’s handling of their personal data.

The regulation specifically names “direct marketing and profiling” as personal data uses to which individuals may object.

According to Duggal, India should not cut-paste any other country’s law and must strive for data localisation.

“There is a need for more comprehensive legal frameworks to protect and preserve data and privacy of individual Aadhaar account holders in specific and the Aadhaar ecosystem stakeholders in general,” Duggal noted.

Hundreds attend funeral prayers of militant in Sopore

Shouting pro-independence slogans, hundreds of mourners on Wednesday attended the funeral prayers of a militant killed by security forces in Sopore in Jammu and Kashmir.

The mourners were from Sopore and adjoining areas and thronged the funeral prayers of Abdul Majeed Mir, who was killed in a 20-hour long gunfight in Nowpora village of Sopore on Tuesday.

Security forces did not intervene to stop the funeral procession. The militant was buried in his native Tujjar area.

The mourners kept shouting pro-independence and pro-Islam slogans.

Also killed with Mir was a top commander of the Lashkar-e-Taiba (LeT) identified as Abu Maaz, a foreigner.

Govt to permit 1000 new liquor shops to boost state revenue

With the idea of filling the government exchequer, which is hit by the farm loan waiver scheme, the state government decided to issue permissions to 1,000 new liquor shops across the state. These new liquor shops will come up according to the population density.

According to a circular issued by the commissioner of Excise department, department officers are instructed to carry out a survey across the state to identify villages/ towns/ wards where the new liquor shops can be permitted. Based on the demand and the population density, officials are asked to send proposals to the state government.

“The state exchequer is virtually empty now following the implementation of the farm loan waiver scheme. Now the state government is planning to fill the exchequer by all means. One of the ways of increasing revenue is to increase the number of liquor shops,” said an officer from the excise department who is privy to the developments.
