BBMP to seize property, serve warrants to improve property tax collection

December 14, 2018 by Nasheman

The BBMP is Rs 900 crore short of its target of Rs 3,000 crore in property tax for this fiscal.

As poor property tax collection by the Bruhat Bengaluru Mahanagara Palike (BBMP) continues to remain a pressing issue, Mayor Gangambike Mallikarjun has decided to tighten the noose for defaulters. One of the steps mulled against regular defaulters includes “seizing” movable property. While the property tax target for 2018-19 was Rs 3,100 crore, the civic body has failed to collect even Rs 2,000 crore. For the last financial year ending in March 2017, BBMP managed a total collection of Rs 2,170 crore.

In a meeting held on Thursday, the Mayor asked the eight BBMP Zonal Commissioners to prepare a list of the top 50 tax defaulters and monitor updates with regard to collection, every 15 days. The Mayor also urged ward level officers to take steps to improve tax collection.

“BBMP officials are armed with lot of power to collect revenue from the defaulters. We have been resorting to methods such as beating drums in front of the properties of big defaulters and ‘naming and shaming them’, all of this hasn’t helped much. Laws do not permit us to lock up or seize properties of defaulters but we do have powers to seize immovable properties. This can be furniture, fridge, washing machine and others.” Gangambike said.

To this effect, BBMP Joint Commissioner (Revenue) M Venkatachalapathy has directed officials on the ground to issue distress warrants to regular defaulters and sought an action taken report from them. Based on that, the BBMP top brass is expected to take action against defaulters who decide to ignore show cause notices.

“Once the list is ready, fresh notices will be issued. The final step will be seizure of properties,” Venkatachalapathy told The Times of India.

He added that revenue officials were not issuing three show cause notices to the owner as mandated by the rule book, which is essential for the BBMP to seize property.

Mahadevpura Zone has so far recovered Rs 511 crore out of Rs 800 crore target. Zonal Commissioner said he will focus on the top 500 defaulters to meet the target before the end of the financial year.

Pakistan’s govt told to release Indian man jailed by military court

December 14, 2018 by Nasheman

A top court in Pakistan on Thursday gave a one-month deadline to the federal government to complete formalities to deport Indian prisoner Hamid Nihal Ansari, whose three-year jail term will end on December 15.

Hamid Nihal Ansari, a 33-year-old Mumbai resident, is currently in Peshawar Central Jail after being sentenced by a military court to three years’ imprisonment for allegedly possessing a fake Pakistani identity card on December 15, 2015.

He was arrested reportedly from Pakistan in 2012 and accused of illegally entering the country from Afghanistan, to meet a girl he had befriended online.

A two-judge Peshawar High Court bench, comprising Justice Roohul Amin and Justice Qalandar Ali Khan, on Thursday heard an appeal filed by Hamid Ansari through a senior lawyer. The petition said that the federal government hasn’t taken any steps for his release.

Hamid Ansari’s lawyer, Qazi Muhammad Anwar, said that his client’s prison term will end on December 15 and he should be released on the morning of December 16.

Mr Anwar informed the bench that the sentence of the 33-year-old would complete after two days and both the Ministry of Interior (Pakistan) and authorities of the prison, where he was lodged, were completely silent about his release and deportation to India.

After hearing this, Justice Khan asked the Additional Attorney General to explain how would they keep the prisoner in jail after completion of his term.

“I wonder that after two days the jail term of the prisoner would be completed and the government did not complete requirements for releasing and deportation of the prisoner,” the judge observed after additional attorney general informed the court that documents for release and deportation of the prisoner were not ready.

An officer, representing Pakistan’s interior ministry, informed the court that a prisoner could be kept for one month while the legal documents were being prepared.

After knowing the legal position, the court directed the ministry to make all the arrangements within a month for releasing and deportation of Hamid Ansari.

Pakistan’s deputy attorney general recorded his statement on behalf of the interior ministry and said that Hamid Ansari would be handed over to Indian authorities at Wagah border after completion of his term.

Hamid Nihal Ansari had gone missing after he was arrested by Pakistani intelligence agencies in 2012.

BJP-called Kerala shutdown begins

December 14, 2018 by Nasheman

The dawn-to-dusk Kerala shutdown called by the Bharatiya Janata Party (BJP) to protest the death of a Sabarimala devotee on Friday was a near success amid a few stray incidents of violence that prompted stern police warning.

The 50-year-old Lord Ayyappa devotee had set himself on fire at a BJP protest venue early on Thursday and later succumbed to his injuries at a state-run Medical College hospital, here.

Shops, establishments, markets besides all educational institutions in the state remained closed though private vehicles were seen plying.

The state-run Kerala State Road Transport Corporation was also not operating its services and at Palghat, a group of people who came on two wheelers stoned three buses that were parked at the KRCTC depot.

State Police chief Loknath Behra has issued a stern warning that any trouble makers who try to forcefully down shutters and create impediments would be arrested immediately.

The shutdown also affected the release of superstar Mohanlal’s magnum opus “Odiyan” that was slated to open at 412 theatres across the state.

At several places after the first show at 4.30 a.m., the theatres closed down with an announcement that it will reopen only at 6 p.m.

V.A. Shrikumar Menon, director of the film told the media that this shutdown has affected the opening day’s release and hoped on Saturday things would be normal.

The famed tourist destination at Alappuzha, where there are over 1,000 houseboats also did not operate.

Commercial capital Kochi also wore a deserted look, but a few auto rickshaws were seen operating and the Kochi Metro services were open.

In the state capital here, police escorts were provided to the Indian Space Research Organisation (ISRO) buses and also to the vehicles carrying IT staff to the Technopark campus.

Former state BJP chief C.K. Padmanabhan, who has been on an indefinite fast against the manner in which the Left government was handling the Sabarimala issue after the September 28 Supreme Court verdict that allowed all women entry into the shrine, justified the shutdown.

“The protest is aimed at opening the eyes of the authorities,” said Padmanabhan .

The BJP which took out protest marches at all district headquarters as a show of strength, however exempted NEET examination centres and even provided transport facilities to the candidates.

Rahul Gandhi tarnished India’s image, must apologise: Rajnath

December 14, 2018 by Nasheman

The government on Friday accused the Congress of misleading the nation on the Rafale jet deal and tarnishing the country’s image internationally, and demanded an apology from its President Rahul Gandhi.

The government’s attack came in the Lok Sabha soon after a Supreme Court bench headed by Chief Justice Ranjan Gogoi’s junked four petitions seeking a court-monitored probe into the deal for 36 Rafale fighter jets in a fly-away condition from Dassault Aviation.

“For political gains the Congress tried to mislead the country and tarnish the image of the nation internationally,” Union Home Minister Rajnah Singh said in the Lok Sabha during the Zero Hour citing Supreme Court’s verdict in the Rafale case.

“As the Congress itself indulged in corruption, it tries to drag the BJP to counter the charges. With this thought process, they tried to demean the government and tarnish the nation’s international image,” he said.

Singh said Gandhi should come to the House and apologise before the nation for his allegations.

Earlier, Gogoi said the apex court “sees no reason to intervene” in the defence deal as there was “nothing questionable” in the decision-making process and the bench was not competent to go into the question of pricing and the choice of offset partner by Rafale manufacturer Dassault.

Jaitley demands discussion on Rafale, RS adjourned for day

December 14, 2018 by Nasheman

Finance Minister Arun Jaitley on Friday demanded a discussion on the Rafale deal in the Rajya Sabha as the upper House was adjourned for the day amidst sloganeering and noise.

“I demand that Congress party should immediately start a discussion on Rafale,” Jaitley said.

The Bharatiya Janata Party members were on their feet asking Congress President Rahul Gandhi to apologise.

“Rahul Gandhi maafi maango (apologise),” the ruling party MPs said in a chorus.

This came after the Supreme Court on Friday dismissed petitions demanding court-monitored probe into the Rafael fighter jet deal.

Earlier, as soon as the House met for the day, some members belonging to the DMK and AIADMK trooped to the Chair’s podium, holding placards.

They have been protesting against a proposed dam over the Cauveri river.

Amid the pandemonium, Deputy Chairman Harivansh adjourned the House for 20 minutes.

But as the House was reconvened at 11.30 a.m., the scene was no different. He tried to go ahead with the Zero Hour but nothing could be heard over the din.

The Chair then adjourned the House for the day.

Indian gets 9 years in jail for sex assault on US flight

December 14, 2018 by Nasheman

A 34-year-old Indian man has been sentenced to nine years in prison for sexually assaulting a sleeping woman on a US flight early this year.

Prabhu Ramamoorthy, living in the US on a temporary work visa, was accused of abusing a 22-year-old woman seated by the window next to him while his wife was on his other side on a Spirit Airlines flight from Las Vegas to Detroit on January 3.

He will be deported back to India after he serves his sentence, a federal court in Detroit said on Thursday as it sentenced him to nine years of imprisonment, Detroit Free Press reported. He will never be allowed back into the US.

Prosecutors said Ramamoorthy “committed one of the most brazen airplane sexual assaults ever prosecuted in this district” when he knowingly took advantage of a sleeping, intoxicated woman who could not fight back.

The prosecution had originally sought a 11-year jail term but US District Judge Terrence Berg concluded that nine years was sufficient for what he described as “an extremely serious offence”.

Ramamoorthy was held without bail after appearing in the federal court after prosecutors argued there was a risk he could abscond.

According to court records, the 22-year-old victim had told investigators that she was sleeping in the seat next to Ramamoorthy on the flight when she was jolted awake and found the fellow passenger shoving his fingers inside her pants and “vigorously moving them”. She said her shirt was also unbuttoned.

Federal prosecutor Amanda Jawad said Ramamoorthy stopped after the victim opened her eyes and then the shaken woman immediately alerted flight attendants. She was then given a different seat and the man was arrested after the plane landed.

When the accusations against Ramamoorthy surfaced, he had denied them. He told the police he could not have committed the crime because he was asleep. His wife had claimed that the woman had been sleeping on her husband’s knees.

According to officials, Ramamoorthy later altered his story and told an FBI agent that he might have unclasped the sleeping woman’s bra “while playing with it”.

The court filing stated that Ramamoorthy also admitted that he “unzipped the woman’s pants part-way and put his finger inside”. He was convicted by a jury in August following a five-day trial.

Mahmood Ali is Telangana’s Home Minister

December 14, 2018 by Nasheman

Telangana Chief Minister and Telangana Rashtra Samithi (TRS) President K. Chandrashekhar Rao has rewarded Mohammad Mahmood Ali once again for his loyalty by inducting him into his cabinet and allotting him the Home portfolio.

Ali, a member of the Telangana Legislative Council, was the only Minister to take oath along with Rao on Thursday.

According to a statement from Chief Minister’s Office on Thursday night, KCR has allotted him Home portfolio. Ali was holding Revenue portfolio in KCR’s previous cabinet.

It was immediately not clear if Ali will be Deputy Chief Minister, a post he held in the previous cabinet.

Home, considered a key portfolio, was with Nayani Narasimha Reddy during the first term of TRS government.

Ali, 66, has been with KCR since the latter floated TRS to revive the movement for separate Telangana state in 2001.

The most recognisable Muslim face of TRS, Ali was made Deputy Chief Minister after KCR took over as the first Chief Minister of the new state. There were two deputies to KCR, the other being Kadiyam Srihari, a Dalit leader.

That KCR picked Ali before inducting others in the cabinet underlines the importance he is attaching to the Muslim community, TRS leaders say. He kept the portfolio of minorities’ welfare with him during the first term.

The All India Majlis-e-Ittehadul Muslimeen (AIMIM), a friendly party of KCR, extended support to TRS, except in eight constituencies in Hyderabad where it fielded its candidates. Several other Muslim organisations also backed TRS, which won 88 seats in the 119-member Assembly

The TRS chief had invited AIMIM to join the government but the party declined the request.

A businessman hailing from Hyderabad, Ali does not have any mass base. He had contested the Secunderabad Lok Sabha seat in 2009 but badly lost. He was subsequently made a member of the Legislative Council.

Ali may remain the only Muslim in the KCR cabinet. Since the cabinet size can’t exceed 18 and KCR has to satisfy various groups, the lone Muslim member of Assembly of TRS, Shakeel Aamir, may not be inducted.

Shakeel was re-elected from Bodhan constituency in Nizamabad district.
