Women’s Health in India still facing a recognition challenge

According to the “OECD Health Statistics 2014: How Does India Compare” report, the overall health spending accounted for only four per cent of the GDP in India in 2012, out of which only 33 per cent of health spending was funded by public sources. Further, health accounted for only 4.8 per cent of total government spending in 2012. India ranks extremely high even among other developing countries in out-of-pocket costs on healthcare.

The “Global Adult Tobacco Survey 2016-17” says that tobacco smoking is a major preventable risk factor for a number of causes of death. In India, 10.7 per cent adults smoked daily in 2010 and it remains so even in 2016. When measuring the exposure of second-hand smoke in households, women are at a higher risk (39.3 per cent) in comparison to men (38.1 per cent) but unfortunately our policies remain passive on this issue.

With the dismal condition of healthcare in India, the provisions for healthcare are even worse when it comes to women-specific diseases. Generally, women’s health receives attention only during pregnancy; this comes from our patriarchal understanding of women’s role in society.

Cardiovascular disease, stroke, kidney disease, respiratory diseases and trauma are major causes of death for women worldwide. The health profile of India by WHO reveals that women have a higher life expectancy in comparison to men, but this is marred by disorders like musculoskeletal diseases, depression, etc. Social structures and prejudices also create an environment in which women’s health and well-being are further compromised.

Due to a lack of disease-specific data on gender differences, there is a complete absence of evidence about preventive care for women, along with issues like increased consumption of tobacco, alcohol and drugs. Gender disparities have also crept into healthcare delivery and women’s access to treatment.

Traditionally, much of the work done by women is performed within the context of the family. As women move beyond their traditional occupations in today’s era, they meet new health hazards which add to the existing occupational hazards.

Globally, psychological violence at work, especially bullying, violence, mobbing and harassment (including sexual harassment) are reported to be major concerns for women. Many studies show that women are at particular risk of physical and psychological violence both in and outside the workplace. But this is rarely considered under the banner of occupational safety and health. Appropriate indicators must be established when examining compensation for work accidents and injuries in such cases.

As a result of the neglect of women’s occupational injuries, women are reported to be at much lower risk of occupational injuries and accidents. For instance, till recently, deteriorating respiratory health due to pollution from household cooking was not considered an occupational health issue. Whatever little data is available on women’s occupational health and safety issues is mostly aggregated and this ignores many important aspects of women’s health profiles.

A UN study of 31 countries shows women are working 10 to 30 per cent more hours than men and that two-thirds of women’s work is unpaid, unvalued and invisible. Yet our national health programmes fail to address health issues pertinent to women.

Low participation rate of women in the labour market is also attributed to uncertain occupational health and safety. Thus, there is a high urgency for a comprehensive plan for women’s health whether in the workplace, household, or other spheres.

Taj belongs to India, not religious boards: Mughal descendant

Y.H. Tucy, who claims to be the great grandson of last Mughal Emperor Bahadur Shah Zafar, has said the Sunni Waqf Board has no claim over the Taj Mahal and Ayodhya’s Babri Masjid land.

The Taj Mahal, is the nation’s property and no one can claim any right over it, Tucy told IANS, in an interview. “Remember Emperor Shah Jahan has not written a deed in favour of Waqf,” Tucy said.

“As for construction of the Ram Mandir in Ayodhya, I do not see any reason why the temple should not be built. I will support any move that brings different communities together and bridge the communal divide,” Tucy said.

“The Sunni Waqf is a big land grabber. They do not have even chairs and tables in their offices, how can they manage the Taj?

“They just want media attention and for that create differences among Hindus and Muslims.

“As the direct descendant of Mughals, my case is pending in the Supreme Court for appointment as Mutavvli, I will give these properties to the Indian government.”

He said no one had a right to play politics in the name of Taj Mahal, which is a national treasure. “I invited the Hindu Mahasabha and members of the Rashtriya Swayamsevak Sangh activists for the Urs of Shah Jahan.”

The Urs of Shah Jahan that ended on Sunday was attended by over 35,000 people. A 1,111 metre long saptrangi chadar was offered at the end in a ceremonial procession.

CBDT invites comments for improving transparency in tax rulings

Central Board of Direct Taxes (CBDT) has invited comments on draft notification proposing amendment to Rule 44E, Form 34C, 34D and 34DA as per BEPS Action 5, for improving transparency in tax rulings.

Under Base Erosion and Profit Shifting (BEPS) Action 5, exchange of rulings on Permanent Establishment (PE) by Authority for Advance Rulings is required to be done not only with the countries of residence of all related parties with whom taxpayer enters into transaction, but also with the country of residence of the immediate parent company and the ultimate parent company.

Therefore, in order to implement the recommendations made under Action 5 of BEPS Action Plan to bring greater transparency in cross national transactions, Form 34C and 34D (Forms for Advance Rulings) are required to be modified so that details such as name, address and country of the residence of non-resident’s immediate parent company or ultimate parent company etc. are captured at application stage itself.

Further, vide Finance Act, 2017, the definition of the term “applicant” for the purpose of Advance Rulings has been amended by substituting clause (b) of section 245N of the Income-tax Act, 1961 (the Act). Therefore, consequential amendments are required in Rule 44E and respective Forms to bring them in harmony with the amendment to the Act.

Accordingly, a draft notification has been framed and uploaded on the website of the Income Tax Department at www.incometaxindia.gov.in for comments from stakeholders and general public. The comments and suggestions on the draft Rules and Forms may be sent by 30th April, 2018 electronically at the email address, ts.mapwal@nic.in.

Dalits protest safronising of Ambedkar memorial; Ambedkar Jayanti

Prime Minister Narendra Modi, Congress president Rahul Gandhi, other politicians paid tribute to Dr Bhimrao Ambedkar on this birthday

On the occasion of Ambedkar Jayanti, the Bhartiya Janata Party (BJP) politicians, including Prime Minister Narendra Modi and party chief Amit Shah, made a beeline to pay tributes to the social icon, amid criticism by the Opposition. The national capital witnessed protests from the Dalits when some people from the community on Saturday “cleansed” B R Ambedkar’s statue soon after Union Minister Maneka Gandhi and BJP leaders paid floral tributes to Ambedkar. Members of the Dalit community claimed that the presence of BJP leaders had ‘polluted’ the atmosphere.

A group of Sikhs too protested against alleged atrocities perpetrated against minority communities in India during the commemoration of Babasaheb Ambedkar’s 127th birth anniversary at the United Nation’s headquarters.

The Narendra Modi-led govt and BJP, on the other hand are trying to reached out to Dalits in the aftermath of their violent protests asserting that at every juncture they stand “shoulder to shoulder” with the community and accused the Congress of fuelling tension in the society with an eye on elections.

Earlier this month, Modi had blasted opposition parties for politicising Ambedkar’s legacy, blaming the previous governments for not paying due respects to the Dalit icon. Continuing on that note, he said, “After Atal Ji’s government, when Congress came to power, they closed the files related to this project, when we were given a chance to serve people in 2014 we dug out the files and worked on it.”

In a tit-for-tat, Congress accused the BJP of ‘eroding’ the legacy of Baba Saheb Ambedkar and said Prime Minister Narendra Modi was merely paying him lip service as his party and the RSS have an ‘anti-Dalit mindset’. Congress leader Selja charged the prime minister with doing politics over the legacy of the Dalit icon.

Ambedkar Jayanti is celebrated on April 14 across the nation to remember the Father of the Constitution of India. Popularly known as Babasaheb, Ambedkar was an Indian jurist, economist, politician and social reformer who inspired the Dalit Buddhist Movement. He campaigned against social discrimination against untouchables and also supported the rights of women and labourers.

British PM Theresa May declares Syria air strikes successful

Air strikes by Britain, France and the United States in Syria sent a “clear message” against the use of chemical weapons, British Prime Minister Theresa May said today and declared the action as successful.

The British Prime Minister told reporters at a Downing Street press conference on Saturday that the coordinated strikes to degrade the Bashar al-Assad led Syrian regime’s chemical weapons capability involved four Royal Air Force (RAF) Tornado GR 4s.

“This collective action sends a clear message that the international community will not stand by and tolerate the use of chemical weapons,” she said.

The tornadoes launched storm shadow missiles at a military facility some 15 miles west of Homs, where the Assad regime was assessed to have kept chemical weapons in breach of Syria’s obligations under the Chemical Weapons Convention.

“While the full assessment of the strike is ongoing, we are confident of its success it was a limited, targeted and effective strike with clear boundaries that expressly sought to avoid escalation and did everything possible to prevent civilian casualties,” May said.

Acknowledging that there no “graver decision” for a prime minister than to commit the country’s forces to combat, Theresa May said that following discussions with US President Donald Trump and French President Emmanuel Macron the trio had agreed to hit a specific and limited set of targets.

These included a chemical weapons storage and production facility, a key chemical weapons research centre and a military bunker involved in chemical weapons attacks.

“Hitting these targets with the force that we have deployed will significantly degrade the Syrian Regime’s ability to research, develop and deploy chemical weapons,” she said.

Making a reference to Russia, which has been supporting the Syrian regime, Theresa May indicated that the strikes were also intended as a message to Moscow over its own use of a deadly nerve agent against former Russian spy Sergei Skripal and his daughter Yulia in Salisbury last month.

“We cannot allow the use of chemical weapons to become normalised either within Syria, on the streets of the UK or elsewhere. We must reinstate the global consensus that chemical weapons cannot be used,” she said.

In a statement, Russian President Vladimir Putin described the air strikes as an “act of aggression” by the three western allies, which would worsen the humanitarian crisis in Syria.

The UK’s Opposition Labour party branded the strikes as “legally questionable”, conducted without the backing or vote in the UK Parliament. Labour leader Jeremy Corbyn condemned the government’s involvement in the US-led strikes, saying it “makes real accountability for war crimes and use of chemical weapons less, not more likely”.

May said that due to “operational security reasons” it had been “right and legal” to take the action in the way that the US, France and Britain had.

The strikes, which had been expected since Trump had tweeted a series of warnings to Syria over the past week, follows reports last Saturday of up to 75 people, including young children, being killed in the Syrian city of Douma.

Theresa May stressed that after assessments, alongside the US and France, all the indications were that it had been a chemical weapons attack which led to some harrowing images of men, women and children lying dead with foam in their mouths.

The British PM had received her Cabinet’s backing for military action during an emergency meeting on Thursday. The UK asserts that the action is not about interfering in a civil war or about regime change.

Earlier on Saturday, UK defence secretary Gavin Williamson also described the air strikes as a “highly successful mission”, adding that the UK, France and America had played an important role in “degrading the ability of the Syrian regime to use chemical weapons”.

Anupama Shenoy to contest from Kaup

Anupama Shenoy, Secretary General of Bharathiya Janashakti Congress, has confirmed that she will be contesting from the Kaup legislative assembly constituency in the upcoming state elections.

She confirmed her contest, speaking to the press at a press conference on Friday, April 13th. “Since Kaup is my native constituency, I will not be contesting from Bellary or any other constituency,” she affirmed.

“My party was registered on February 18 and ladies finger is allotted by the election commission as our symbol. Around 80 people have shown their interest to contest from my party in the state elections. The list is being scrutinized. We will definitely contest in 30 constituencies. I have formed Bharathiya Janashakti Congress party with the intention of building a political party and is not limited the forthcoming elections,” informed Shenoy.

“Anyone with no criminal background can join our party. That aspirant should be able to read and write in Kannada language. We will only charge Rs. 20 as membership fee from them and nothing else. If anyone willing to contest with a mindset to fight for the rights of people, will be given ticket in Udupi constituency,” she added.

You Write Your Own Destiny: Deepa Malik, Indian Athlete

DEEPA MALIK, a silver medalist, Rio Paralympic 2016 shows you how “Life is a festival which you celebrate every day.”

Deepa Malik, 46 years, is an athlete and the first Indian woman who has won a medal in Paralympic Games and a Silver medal at the 2016 Summer Paralympics in the shot put. As an adventure sportsperson, she is a part of the Himalayan Motorsports Association (H.M.A.) and Federation of Motor Sports Clubs of India (F.M.S.C.I.). She has undertaken an 8-day, 1700-km drive in sub-zero temperatures which included a climb to 18000 feet. It was – Raid De Himalaya. This journey covers many difficult paths including the remote Himalayas, Leh, Shimla and Jammu.

She has also been awarded the Arjuna award (2012) and the President Role Model award (2014). She has worked to formulate the 12th five-year plan (2012–2017) on Sports and Physical Education as nominated by the Planning Commission HRD Division, on behalf of the Sports Ministry as part of the working group.
We have already told you about her life journey before, The Extraordinary Story Of Deepa Malik, Silver Medalist, Rio Paralympics 2016. Nevertheless, here are a few things we need to learn from her and imbibe in our lives.
You Write Your Own Destiny
Deepa was bedridden at age 6; the doctors took one year to diagnose her condition. She had her first surgery at age 7 for a spinal tumour. Post that, next two years was all about aggressive rehabilitation, intensive physical activity and occupational therapy. As a vivacious and outdoorsy person, she found opportunity in her physical rehabilitation. It became her way to innovate, discover and drive her passion for sports.

She adapted to sports, showed a sense of seriousness and purpose and didn’t let her health be a barrier or impediment in any way. Her spinal tumour re-emerged and at the age of 29 and she was paralysed waist down. Deepa is on a lifelong tumour management treatment. But all this did not deter her from chasing her dreams and turning them into a reality.

Besides the medal in Paralympic Games and a Silver medal at the 2016 Summer Paralympics in the shot put, her list of international and national awards is exemplary and extensive. In the last few years, they also include awards like PC Athletics World Championship, Doha 2015 | Diploma (5th Position) – (Shotput), IPC Oceania Asian Championship, Dubai March 2016 | 1 Gold (Jav), 1 Silver (Shotput), Incheon Asian Para Games 2014 – Silver medal in women’s 53–54 Javelin with a new Asian Record and IPC 2nd China Open Athletics Championship Beijing 10–17 April 2014– Shot put F53-55 Gold etc.

Deepa’s grit, tenacity, passion and intent remained unbeaten and she turned around her life. Where most people would give up and resign to a life of hopelessness and despair, she fought grave circumstances, distressing life conditions and exigent physical, emotional, mental, psychological factors.

Designing ways to fuel her passion in a constructive way, she ensured her own contentment and triumph.

Inspiration Can Come From The Mundane In Your Life

For Deepa, her parents have been her most important teachers, mentors and inspiration. They have moulded her to be a strong person. Even after suffering from severe disabilities, she has always been bold, confident and never gave up hope. She says, “Without them, I won’t be the Deepa Malik I am today.”

An early riser like her father, from him she has learnt to make the most of things and turn even a nightmare into an opportunity. As an army man, every time he got posted he would take up the first available accommodation, which most others would turn down, as it would be one the old dilapidated British bungalow. Most other officers avoided taking it up as it would be inhabitable. But in no time, he would get it painted, change the plumbing and renovate a ramshackle house into a stunning, expansive, vintage and beautiful home. This is how she discovers power and prospects in the most forbidden and negative circumstances.

Deepa’s mother hails from an orthodox, conservation and lower middle-class family of four sisters. Even then in her time, she was a part of the debate club, an NCC cadet who participated in the Republic Day parade and went on to become the rifle shooter for Maharaja Karni Singh, Bikaner’s rifle shooting team. Deepa believes that her mother is her role model – from her, she learnt how to thrive, grow and achieve her goals against all odds.

For her husband when she got paralysed waist down, it was never an issue. He never stops her from feeding her spirit, passions and yearnings. Before her marriage, her parents were always scared that rather than recuperating from surgeries she was busy playing sports and riding bikes. But her then future husband totally backed her decision to ride. She knew he would never come in her way of growth. She was wise enough to perceive that he was the right person as a life partner for her. Life partners create that environment, space and support for each other to soar higher.

Disability Is A State Of Mind

The biggest challenge for her in this journey has been to find wheelchair accessible places and parking. She battles with infrastructure. India lacks sensitization about disability. Trainers lack sensitizations, awareness and knowledge, even though they work with the athlete. They do not study, customize, and harmonize sports sciences to bring about the best solutions for the athlete who is differently abled.

India needs to treat Paralympics as main stream sports in our country. As Deepa says, “The health of the nation is known by how the senior citizens, women and physically challenged are doing in that country.”

She rightly believes that our country will truly become that ’emerging, smart and modern India’ when the infrastructure, policy, funding, sponsorship, training and opportunities for a physically challenged person becomes egalitarian and accessible.

Deepa had to open a restaurant and become a motivational speaker to raise funds for training. She exerts, “CSR needs to wake up and invest in the health of the physically challenged for our nation.”

An astounding success of India in Paralympics will result in altering the global image of the nation to a 180-degree turnaround to positive, where every citizen will get sensitized, more medals will be won for the nation and it will be the best way to keep a person with disability healthy and happy.

Life Is A Festival

She beautifully puts, “Life is a festival, which you celebrate every day.”
One cannot just wait on the fence, play the victim card, blame others or circumstances or look for excuses. It is imperative to walk forward and create your own way to achieve your purpose. Even when things, opportunities, support and finances were not available, Deepa found ways to go ahead and did not let any challenge hold her back.

With self-belief, confidence, faith and the capacity for hard work, she created the infrastructure and “blood group” of people who stand out for each other in adventure sports. She used social media, technology and core groups of bikers and rally sportsperson to fight through her way in the country.

As reported, “Deepa Malik was the first person ever to receive a license for invalid (modified) rally vehicle, a case she consistently pursued for 19 months in Maharashtra. She is also the first physically challenged individual in the country to receive an official rally license from the Federation Motor Sports Club of India (FMSCI) and become a navigator and driver in the toughest car rallies of the country like Raid-de-HIMALAYA 2009 and Desert Storm 2010.”

Tehelka reported, “Malik set a Limca Book record for riding the first special bike for paraplegics in 2009. When she received a special license to drive a hand-controlled car, she undertook a record drive of 3,000 km from Delhi to Leh and back, through high altitude passes.

After undergoing hydrotherapy at the Spinal Injuries Centre, she became the first disabled person to swim for a kilometre in the Yamuna against the current.”

And so, if you’re ever feeling down or demotivated, think of Deepa Malik who literally did not let anything come in between her and her dreams.

Now, BJP becomes Kannada-centric, CM terms it ‘election gimmick’

After criticizing Congress government for adopting a pro-Kannada approach to gain an edge in the upcoming polls, BJP has now suddenly taken a u-turn and become Kannada-centric.

From tweeting in Kannada to paying tribute to Kannada icons, BJP leaders seem to be playing the Kannada card, as they have realized that ignoring Kannada in Karnataka could create a negative impact in the upcoming polls.

BJP national president Amit Shah during his latest poll tour in Karnataka has visited Kumaravyasa’s birthplace, D R Bendre’s house, freedom fighters Sangolli Rayanna and Kittur Rani Chennamma memorials in the last two days. Shah during his Shivamoga visit took a helicopter ride to Kuppalli, the birthplace of Kannada poet Kuvepmu during his visit.

Shah has also tweeted a Kannada poem of one of the all-time greats of Kannada literature, D R Bendre who was from Dharwad. Even party election in-charge, ministers Piyul Goel and Prakash Javadekar have also started tweeting in Kannada.

Former chief minister Jagadish Shettar also displayed his love for Kannada and its literature by tweeting a few lines from Kumaravyasa’s ‘Mahabharatha’.

Prime Minister Narendra Modi has managed to utter a few words in Kannada and also paid tributes to Kannada icons in his speeches.

Sources reveal that BJP’s pro-Kannada approach is to convince people that they are not an anti-Kannada party. The BJP earlier had blamed Congress for dividing Karnataka on language lines and sentiments, when the state had objected the centre’s imposition of Hindi rule. Some of its leaders on social media handles had criticized activists who were demanding the removal of Hindi signboards from Bengaluru Metro.

The BJP had also opposed Siddaramaiah government’s demand of Kannada flag for the state.

Chief minister Siddaramaiah called BJP’s new found love for Kannada as an election gimmick and said that the people can see through it.

“Did they not oppose the Kannada flag?” he questioned and added that the state is aware that BJP and RSS has always distanced itself from regional languages, cultures and diversity. “No one will believe them. They are good at fooling people but they have been exposed this time,” he added.

Meanwhile, JD(S) state chief H D Kumaraswamy has attacked both the Congress and BJP for using Kannada for the votes. “Both are national parties and will forget Kannada after the elections. Kannadigas should be careful about Delhi people,” he told media.

Pratibha Kulai files criminal case against Yeddy, Shobha and others

State secretary of women Congress Pratibha Kulai filed a criminal case against former chief minster and senior BJP leader Yeddyurappa and others on Friday, April 13 at second JMFC court here for using her photo in a chargesheet published by BJP against state government.

B S Yeddyurappa, Shobha Karandlaje Union minister Ravishankar Prasad, publisher Narasimha Murthy, printer Dinesh Hegde are named in the complaint as accused.
As per the complaint, the accused used a photo of Pratibha Kulai in a chargesheet brought out by BJP against the government led by Siddaramaiah.
The complaint was filed for the offences under section 34, 499 and 500 of Indian penal code, informed Kulai.

The case will come up on April 19 for hearing.

Government speaks less, works more: Minister on rape cases

Union Minister for Women and Child Development Maneka Gandhi on Saturday said the BJP-government “speaks less and works more” and has taken speedy action in the Unnao and Kathua rape cases.

“You sometimes think that if we are silent it means we are doing nothing. There have been arrests in both the cases. The government has taken every required step. It is not necessary that we speak first and then act. Our government speaks less and works more,” Gandhi told reporters.

On Friday, Gandhi had said the central government was planning to amend the POCSO (Protection of Children from Sexual Offences) Act to ensure death penalty for those convicted of raping children below the age of 12.
