Trump hosts victims of undocumented migrants

US President Donald Trump has hosted the relatives of victims killed by illegal immigrants amid outrage over the separation of migrant families.

“Your loved ones have not died in vain,” he told the group of so-called Angel Families at the White House on Friday, BBC reported.

Trump has faced global condemnation for the US immigration policy that has seen more than 2,000 migrant children stripped from their families.

He bowed to public pressure and reversed the policy earlier this week.

The president signed an executive order on Wednesday to end the separate detention of undocumented immigrant children from their parents after illegally entering the country.

As part of the the administration’s “zero-tolerance” policy, which seeks to criminally charge and jail undocumented border crossers, children cannot legally be held with their parents. They have instead been kept in separate facilities.

“These are the American citizens permanently separated from their loved ones,” he said on Friday, before introducing family members of victims.

“I cannot imagine it being any worse, but we promise to act with strength and resolve.

“We’ll not rest until our border is secure, our citizens are safe and we end this immigration crisis once and for all,” Trump added.

Laura Wilkerson, whose son was killed in 2010 by an undocumented immigrant, told audience members: “None of our kids had a minute to say goodbye. We weren’t lucky enough to be separated for five days or 10 days.

“We were separated permanently.”

Approximately 2,300 children have been removed from their families since Mr Trump’s “zero-tolerance” policy began in May, and housed in detention centres run by the Department of Health and Human Services.

Some shelters, including three in Texas, house so-called “tender age” children, who are under five years old.

About 500 children have been reunited with their families since May, a Homeland Security official said on Thursday. But it is unclear how the remaining families affected will be reunited.

Images of children in metal cages, and audio of young migrants crying out for their parents sparked protests and drew international condemnation from world leaders and organisations.

Kerala’s 4th international airport at Kannur to open in September

Union Minister for Civil Aviation Suresh Prabhu on Saturday, following a meeting with Kerala Chief Minister Pinarayi Vijayan, announced the opening of the Kannur International Airport Ltd (KIAL) in September.

Vijayan had met Prabhu in the morning along with his team of officials to discuss the finalisation of the Rs 1,892 crore-airport located at Mattanur, near Kannur, fast nearing completion in 2,000 acres of land.

“I have asked the Chief Minister to see that he posts someone in Delhi to follow-up on things connected with the Kannur airport.

“I have also asked my officials to see that everything goes forward and the airport can open in September,” said Prabhu to the media in Delhi soon after the meeting.

With this, Kerala will be the only state in the country to have four international airports with the others at Thiruvananthapuram, Kochi and Kozhikode.

The Kerala government has 35 per cent stakes, 25 per cent by public sector undertakings, 10 per cent with the Airport Authority of India and the remaining 30 per cent is with Cooperatives, banks and individual shareholders.

The first trial operation took place in February 2016, when an Indian Air Force aircraft landed for the first time at the airport and was received by then Chief Minister Oommen Chandy.

Once completed the apron of the airport will have parking bays for 14 Code E aircraft or 20 Code C aircraft.

The airport will be able to handle at a time 2,000 passengers and it is anticipated that KIAL will serve more than 1.5 million international passengers annually, besides changing the face of north Kerala with tourism and business activities especially handloom, textiles and floriculture.

This airport will start off with a runway of 3,050 metres and in another 18 months after it opens, it will see its runway length increase to 3,400 metres and eventually it will touch 4,000 metres, making it one of the four biggest airports in the country, an official said.

Modi in MP to unveil development projects

Prime Minister Narendra Modi, who arrived in the Madhya Pradesh capital on Saturday, is scheduled to inaugurate a number of development projects worth crores of rupees in the poll-bound state during his day-long visit.

Modi landed at the Raja Bhoj Airport here around 12 p.m. He was received by Governor Anandiben Patel, Chief Minister Shivraj Singh Chouhan and other state ministers.

He then left for Mohanpura on a chopper to inaugurate the Mohanpura Irrigation Project in Rajgarh district. The Rs 3,866 crore irrigation project includes a dam and a canal system which would benefit 727 villages in the state.

He will visit later Indore, the city which has officially been declared the cleanest in the country under Swachh Survekshan 2018. He will felicitate the winners of the Swachh Survekshan 2018 cleanliness survey.

He will give away awards to the representatives of Indore, Bhopal and Chandigarh, the cities that secured top three positions in the survey, an official said.

Modi will also inaugurate the state government’s ‘Sutra Seva: MP Ki Apni Bus’ urban transport scheme at Indore’s Jawaharlal Nehru Stadium. The economy service is being introduced in 20 selected cities of the state.

He will leave for New Delhi at 5.50 p.m.

Kabaddi Masters Championship: India to play Kenya today

 Riding high on a superb win against arch-rivals Pakistan 36-20 in the inaugural match of Kabaddi Masters Championship in Dubai, a buoyed Indian team will next play Kenya today (Saturday, June 23).

On Friday, the Indian team dominated the court and players gave a superb all-round performance, much to the delight of the crowd.

Indigenous sports Kabaddi has got all the ingredients to become an Olympic sport. It is commendable that Kabaddi has gained international recognition and now more than 30 countries are playing this sport, said Rajyavardhan Singh Rathore, Union Sports Minister who witnessed the match along with Ambassador Navdeep Suri.

India is trying to bring about systemic changes in the field of sports to produce world class sportsperson in every field. Efforts are being made to involve private sectors in the maintenance of the sporting arenas through public-private partnership, Rathore added.

FIFA World Cup: Three matches lined up for today

 In the FIFA World Cup in Russia, three matches are lined up for today (Saturday, June 23).

In group G, Belgium will face Tunisia at Spartak Stadium in Moscow, at 5.30 pm.

While in Group F, South Korea will take on Mexico at 8.30 pm at Rostov Arena And Germany will play against Sweden at 11.30 pm at Fisht Stadium in Sochi.

On Friday, in the Group E match at Kaliningrad, Switzerland defeated Serbia 2-1. Switzerland now have four points from two matches, while Serbia has three points from two games.

In another Group E fixture at Saint Petersburg, Brazil sealed a 2-0 win over Costa Rica.

In the Group D encounter played at Volgograd, two brilliant strikes by Ahmed Musa propelled Nigeria to a 2-0 win over Iceland. Both the goals came in the second half. Nigeria has three points from two matches.

G T Devegowda to take charge as higher education minister : HDK

Minister G T Devegowda who had stuck to his demand for change of ministry from the higher education portfolio he was given for the last 15 days, was finally forced to relent on Thursday, June 21.

The minister had openly said that having completed education only till the eighth standard, he was not competent enough for handling the said ministry. Devegowda had not attended to work relating to his ministry and was returning the files, saying that some new minister would be handling them.

Chief minister H D Kumaraswamy succeeded in convincing Devegowda on Thursday evening that seeking some other department in a coalition atmosphere might give rise to unnecessary controversies. It is said Devegowda was also finally satisfied with the officer given by Kumaraswamy to make him district in-charge minister for Mysuru.

People close to the minister stated that Devegowda will officially enter the room allotted to him in Vidhana Soudha on Friday, June 22 by offering puja.

On the very date of allotment of the ministry to him, Devegowda had approached the chief minister with a request to give a department that is closer to the people so that he can mingle with many people. In the early stages, Kumaraswamy had shown an inclination to honour his demand. At one stage, the chief minister had told the media persons that he would take over higher education department, although he said he personally believed that Devegowda is capable of handling the department. It is said that Devegowda wanted departments like cooperation, excise etc but cooperation minister, Bandeppa Kashempur, had refused to part with his department, sources stated. Later, it was proposed to give Agriculture Produce Market Committee a and excise department to him.

But during discussion on Thursday, the chief minister urged Devegowda to stay put with the department earlier given to him. Devegowda, who had defeated former chief minister, Siddaramaiah, in Chamundeshwari constituency in Mysuru, and who earlier too had served as minister, was expecting an important portfolio, as he is perceived close to JD(S) supremo, Devegowda’s family, sources stated.

UN report condemns Kashmir’s Public Safety Act

Srinagar, India-administered Kashmir – Rauf Ahmad Wagay was 16 when he was picked up in June last year from his home in India-administered Kashmir’s Kulgam region. Charged under the controversial Public Safety Act (PSA), he was lodged with adult prisoners despite being a minor.

Wagay is among thousands of Kashmiris, including a large number of minors, who have been illegally booked and held under the PSA. Enacted in 1978, the law allows preventive detention of people against whom there may be no recognized criminal offence.

Wagay’s father, Mohammad Yousuf, why he did not challenge his son’s illegal detention, he said, “This is Kashmir. Here, anything goes.”

Last week, however, the United Nations took an exception to that rule in Kashmir, one of the world’s most militarised zones.

In an unprecedented endorsement of alleged transgressions in Kashmir, the office of the United Nations High Commissioner for Human Rights released a report which questioned, among other things, the arbitrary use of PSA by the Indian state.

The UN report, titled ‘Report on the Situation of Human Rights in Kashmir: Developments in the Indian State of Jammu and Kashmir from June 2016 to April 2018, and General Human Rights Concerns in Azad Jammu and Kashmir and Gilgit-Baltistan’, revealed that over 1,000 Kashmiris were held under the PSA between March 2016 and August 2017.

The UN report said India has failed in creating a standard operating procedure under the PSA to guide officers who issue a detention order. The officers rely solely on dossiers prepared by police “who don’t verify facts”, the report said, calling for an independent, international investigation into human rights abuses in Kashmir.

The Indian government, also riled by the UN calling Pakistan-administered Kashmir ‘Azad’ (free), rejected the report, calling it “fallacious, tendentious and motivated”.

“It is a selective compilation of largely unverified information. It is overtly prejudiced and seeks to build a false narrative. The report violates India’s sovereignty and integrity,” India’s foreign ministry said in a statement.

But a sneak peek of PSA cases reveals a long list of unmerited detainees, predominantly poor, who are harassed by the police in several ways.
‘Zero accountability’
Srinagar-based lawyer Mir Shafkat Hussain told Al Jazeera that the PSA is abused in four ways: one, minors are booked unlawfully; two, people are held even when there are no police reports to validate the use of PSA; three, the law is successively invoked against people absolved by a court; and, four, it is often invoked in cases where the alleged unlawful activity on part of the accused took place more than two years ago.

The PSA provides for a maximum detention of up to two years from the date of the offense if the offense is prejudicial to the security of the state.

“Although the law is meant for adult offenders, minors are often booked since the police have zero accountability,” Hussain said.

Zubair Ahmad Shah from Kashmir’s Kupwara district was 17 when he was held in 2016. “My family provided documents supporting my status as a minor, but the police remained unmoved,” Shah told Al Jazeera.

Shah spent 30 days in a Jammu jail before a court ordered his shifting to a reformation home for minors.

Ramzan Khan, 37, a resident of Bandipora district, was arrested for a second time under PSA on September 20, 2017, despite his previous arrest in 2014 set aside by a court.

The police claimed that Khan did not “shun his path of subversive activity” after being released. However, the offence that he was charged with the second time dated back to March 6, 2014 – more than three years before his latest incarceration.

Khan was released in February this year, but the worst had already happened. When he was in jail, his wife, unable to bear the affliction that had encompassed their lives, miscarried during the eighth month of her pregnancy. That was only six months after the couple had lost their eight-year-old daughter in an accident.

Illegal confinement
The PSA is also used to delay the release of a person acquitted by a court.

Manzoor Najar, Ashiq Hussain Bhat, and Basharat Mir were arrested in 2013 in connection with the killing of police officer Shabir Ahmed. The three men, along with two other accused, were acquitted by the court in 2017.

But none of them were released. In defiance of a local court’s orders which ordered their freedom, the three men were shifted to a police station where they were kept in illegal confinement and then shifted to a jail, where the PSA was once again imposed on them.

Lawyer Nasir Qadri, who handles PSA cases, said, “Although the courts often point out procedural lapses while setting aside unmerited charges against a detainee, they do not have any real powers. The state administration errs at will.”

Often, Kashmiris are charged with PSA even when their purported offense is more than two years old.

The offence that Atif Hussain Sheikh was charged with took place allegedly on May 29, 2015. His detention order under PSA was passed in August 2016. But he was arrested in July 2017.

“[Sheikh’s arrest] was totally illegal and unjustified,” said Shafkat Hussain. “How do you justify the execution of PSA in July 2017 when the alleged activity involving Atif dated back to May 2015?”

Kashmiris also alleges the police use PSA to extort money. “Whenever there are protests, the cops demand money, anything from Rs 500 ($8) to Rs 5,000. If you don’t pay, your child is booked for stone-pelting,” said a family in Hajin village in North Bandipora, requesting anonymity.

In the 40-year since the PSA was enacted, there is no record of an investigation ordered against any policeman for transgressing the provisions laid down in the Act.

Repeated attempts by Al Jazeera to get a senior Jammu and Kashmir police official to respond to these allegations were unsuccessful.

Professor Radha Kumar, one of the three interlocutors appointed by the Indian government for dialogue with Kashmiri citizens and groups in 2010-2011, told Al Jazeera that PSA is indeed used indiscriminately against the people.

“We had recommended the complete withdrawal of PSA. We need laws for the police, but to arm them with unlimited rights is unreasonable,” Kumar

For ordinary Kashmiris, therefore, the UN report on human rights violations has brought with it a hope that the international community may finally hear their side of the story.

“In any responsible democracy, such a damning report would have initiated a debate on how the human rights record can be improved. But the Indian government chose to reject it. Even India’s liberals are defending this propagandist and unethical rejection,” political commentator Gowhar Geelani told Al Jazeera.

“But the UN report has recognized the right to self-determination of the Kashmiris.”

Sahitya Akademi announces Bal, Yuva Puraskar awards for 2018

India’s national academy of letters, the Sahitya Akademi, on Friday announced the names of 21 winners of its Bal Sahitya Puraskar and 21 receipients of the Yuva Puraskar for this year.

The Bal Puraskar awards will be conferred at a function on November 14, which is celebrated as Children’s Day, being the birth anniversary of India’s first Prime Minister, Jawaharlal Nehru. The date for conferring the Yuva Puraskar awards has not been declared yet.

“The awards were recommended by jury members representing 22 Indian languages, and approved by the Executive Board of the Sahitya Akademi which met today under the Chairmanship of Dr. Chandrashekhar Kambar, President, Sahitya Akademi,” a statement said.

“Ten books of poetry, seven of short stories, three novels and one play” have been chosen the Yuva Puraskar award.

The award comprises a casket containing an engraved copper-plaque and a cheque of Rs 50,000.

Kharge named Congress in charge of Maharashtra

The Congress on Friday appointed its leader in the Lok Sabha Mallikarjun Kharge as the general secretary in charge of Maharashtra, where assembly elections will be held next year.

Kharge’s appointment has come into force with immediate effect. He replaces party leader Mohan Prakash.

“Congress President Rahul Gandhi has appointed Mallikarjun Kharge as AICC general secretary incharge of Maharashtra,” a party statement said.

The party also appointed Sonal Patel from Gujarat, Ashish Dua from Haryana and Sampath Kumar from Telangana as AICC secretaries to assist Kharge. They replaced Shyoraj Jivan Valmiki and Bala Bachchan.
