Siddaramaiah hands over ex-gratia amount of Rs 30 lakh to PSI Jagadish’s family

Bengaluru: An ex-gratia amount of Rs 30 lakh was handed over by Chief Minister Siddaramaiah to the family of the slain police sub-inspector Jagadish on the occasion of the Police Martyrs’ Day in the city on Wednesday.

Siddaramaiah and Home Minister K.J George paid homage to PSI Jagadish and other martyred cops while participating in the annual Police Martyrs’ Day held at car grounds.

While handing the ex-gratia cheque to Jagadish’s wife Ramya and his father Srinivasaiah the Chief Minister has also said that the family would be entitled to receive further Rs. 20 lakh as part of the group insurance of police personnel.

Siddaramaiah has assured that he would personally make sure that the family receives all its dues including a monthly allowance to Ramya apart from drawing the salary of Jagadish till his natural date of retirement.

Srinivasaiah, Jagadish’s father was happy that his son’s culprits were booked by law, however, he expressed his anger saying that they do not deserve to live and should be awarded death sentence.

Jagadish (34) was stabbed to death on October 16 allegedly by burglars whom he was chasing at Nelamangala town in Bengaluru Rural district. The State police in coordination with the Maharashtra police nabbed two of the culprits accused in the case from Nagpur on Monday.

CM Siddaramaiah while complimenting the police teams for their efforts had announced cash award of Rs 5 lacs each yesterday for both the police teams.

Cash reward for Maharashtra, Karnataka police teams for nabbing accused in SI murder

Bengaluru: Karnataka Chief Minister Siddaramaiah today announced a cash award of Rs 5 lakh each for Maharashtra and the state police complimenting them on the arrest of two persons in connection with the murder of Sub-Inspector S Jagdish.

Nagpur police in coordination with Karnataka police had yesterday arrested two persons from Andhra Pradesh Express train, on a tip off that they were trying to flee to Delhi.

Congratulating the Police, Siddaramaiah said police had kept watch on the movements of the culprits from the very first day.

Asserting that law and order situation in the state was “good”, he reiterated that the state government will provide compensation to Jagadish’s family at the earliest.

Jagdish (34) was stabbed to death on October 16 allegedly by burglars whom he was chasing at Nelamangala town in Bengaluru Rural district.

The incident happened when Jagdish, attached to Doddaballapur police station, along with four other constables had gone to Nelamangala town to catch two burglars involved in various crimes including motorcycle thefts.

Murder of Sub-Inspector S Jagadish: 2 nabbed in Nagpur

Nagpur: Two persons accused in the murder of Karnataka police sub-inspector S Jagadish were arrested in Nagpur on Monday. Gonne Madhu and CJ Harish Babu alias Krishnappa were apprehended by Maharashtra police when they were on their way to Delhi from Telangana. The police team investigating the death of Jagadish, 34, who was brutally murdered in Nelamangala near Bengaluru on Friday, had alerted their counterparts of neighbouring states with photos and description of the accused two, which led to their arrest.

The city police were tipped off that Madhu and Harish Babu were spotted at the Nagpur railway station, and they in turn alerted the Nagpur police, who took the two alleged murderers into custody.

Sub-inspector dies fighting thieves in Bengaluru

Bengaluru: A police sub-inspector was stabbed to death while a constable suffered severe injuries when two bike-borne armed thieves attacked them on Friday in Bengaluru.

The deceased SI is Jagadish and the injured constable is Venkateshmurthy.

While Jagadish died on the spot, the constable sustained severe injuries and has been admitted to Nelamangala government hospital.

It is said that after being tipped off about two notorious thieves identified as Raghu and Krishna, SI Jagadish and Venkateshmurthy had managed to corner the thieves after hot pursuit. However, in a bid to escape, the thieves launched a fatal attack on Jagadish using a shovel. The duo even snatched away Jagadish’s revolver, it is said.

Jagadish is survived by his wife and two daughters.

Senior police officers rushed to the spot and conducted a detailed probe. A massive manhunt has been launched to nab the duo who are on the run.

Bengaluru police rescue 190 children found begging on streets

Bengaluru: In a major operation against begging by minors, police conducted simultaneous raids across the city and rescued 190 children, including 25 infants.

The drive, ‘Operation Smile’, began at 10 a.m. across seven divisions of the commissionerate.

The rescued children will be rehabilitated at the bala mandirs run by the state government. Some children would be accommodated in NGOs due to shortage of space.

“Malls, temples, railway stations, bus stops, theatres and major junctions in the city were common places where beggars using children were found,” said P Harishekaran, Additional Commissioner of Police (East).

“We have information that in a number of cases, children are kidnapped, physically assaulted and forced to beg. Some are taken on rent at the rate of about Rs. 200 to Rs. 300 per day and, in some cases, given sedatives so that they are unconscious,” he said.

The operation took three months of preparation, including training of personnel, identification and survey of prime spots where beggars are found. Over 300 personnel drawn from the city police, officials of the Women and Child Welfare Department, Child Welfare Committee and representative of 10 non-governmental organisations were involved.

The police will now investigate whether these children were forced to beg.

“During investigation, if we find that the children are not with their families, we will immediately subject both child and adult to a DNA test. If we find that the children are being used by their parents, we will send them to the Child Welfare Committee. If they are not related to the adults, cases under human trafficking, beggary, and Juvenile Justice Acts would be registered,” said Mr. Harishekaran.

Traffic constable attacks woman with brick, suspended

New Delhi: In a case of police brutality, a head constable today attacked a woman with a brick in the posh Golf Link area of central Delhi over a minor altercation following which he was suspended pending a detailed inquiry.

The traffic cop was suspended and a criminal case was filed against him after a video clip of the attack surfaced.

The victim, who was riding a two-wheeler, alleged that the constable demanded a bribe accusing her of violating traffic rules.

She alleged that her small child was also abused by the cop.

She said that following an argument, the cop picked up a brick and attacked her.

“On behalf of myself and Delhi Police, I want to express my regret. The Head Constable has already been suspended. Apart from that, I have ordered that a criminal case be registered. We will investigate the matter,” Delhi Police Commissioner B S Bassi said.

The victim alleged that the cop accused her of violating traffic norms and started abusing her after she refused to pay bribe, insisting that a receipt of the fine he was demanding be issued to her.

The woman was also seen in the video picking up a brick which she threw on the ground.

Muktesh Chander, Special Commissioner of Police (Traffic), said strict action would be taken against the head constable.

“We regret such a shameful act. We will take strictest possible action,” said Chander.

The woman also alleged that her two-wheeler was damaged in the incident.

Former US cop indicted on federal charge for assaulting Indian

Washington: A US police officer, accused of using excessive force against a 57-year-old Indian leaving him partially paralysed, has been indicted on federal civil rights violation charges that carries imprisonment up to 10 years.

“A federal grand jury indicted Eric Parker, the police officer who threw Sureshbhai Patel to the ground resulting in him getting partially paralyzed, for deprivation of rights under color of law,” said Assistant Attorney General Vanita Gupta and US Attorney in the Northern District of Alabama Joyce Vance in a two-page indictment.

Parker’s actions deprived the victim of his right under the US Constitution to be secure from unreasonable searches and seizures, which includes the right to be free from unreasonable force by someone acting under color of law, the indictment said.

“Police officers are sworn to uphold the law and protect the public. The public must be able to trust the police. Law enforcement officers who violate their oath to protect and use excessive force must be brought to justice,” Vance said.

Patel was brutally assaulted by Parker, who was in the company of two other police officers, on February 6 while he was on a walk in his neighborhood. He had arrived from India only a few days back to help his son and daughter in law with their is newly born baby.

The case was investigated by the FBI. Parker was suspended by the Madison Police days after the brutal assault on Patel. The Madison Police last month recommended that he be sacked.

Alabama Governor Robert Bentley had apologized to the Indian government for the treatment of Patel, calling it a case of excessive use of force.

Patel’s attorney Hank Sherrod said Patel and his family were very pleased by the “prompt and decisive action”.

“For the public to trust police officers, it needs to know officers will be held accountable and the felony civil rights charges filed against Parker, unlike the misdemeanor assault charge being pursued in state court, more accurately reflect the seriousness of Parker’s conduct,” he said.

However, Parker’s attorney Robert Tuten expressed his surprise at the federal indictment.

“Normally these thing take a little longer than that… He feels like he’s being whaled on from all sides,” Tuten said.

Parker is also facing a third-degree assault charges. He has pleaded not guilty. The bench trial is scheduled for April 29.

“Most police officers we work with…are people who care deeply about their community,” Vance told reporters at a news conference in Alabama.

“I like to think that we’ve always been sensitive…this case is like every other case,” she said when asked if the indictment was filed because of the intense interest in India.

The indictment was welcomed by eminent Indian American attorney, Ravi Batra.

“Federal Grand Jury, made up of the good and decent citizens of Alabama, by voting a True Bill and indicting Eric Parker for his deprivation of Sureshbhai Patel’s federal civil rights have vindicated society’s right to be free of unreasonable searches and seizures, especially by one acting under color of law and using unreasonable force,” he said.

Batra said the indictment enhanced public confidence in Department of Justice’s continuing role to protect vital civil rights of all Americans, “especially, when states’ prosecutorial offices fail to do so, as in this case with a mere misdemeanor charge coupled with a civil liability-evasion tactic: termination”.

“Its worthy of note, that Madison Police Department was not indicted, and unfortunately the pending amended civil suit does not seek to hold the Police Department or the City of Madison liable for such federal civil rights deprivation,” he said.

Police firing on women on International Women’s Day in Odisha

On 8th March 2015, when the world was observing International Women’s Day, Odisha police fired upon women agitators at Namatara village of Rajakanika block of Kendrapada district and injured 16 villagers, mostly women.

Out of those injured people, 9 villagers (five women, two girl children and 2 men) got admitted in Cuttak Medical College because of serious bullet injury. Now the police have already arrested 6 people for attacking the police and have filed cases against 60 people also. Namatara village having 200 houses are mostly of dalit communities.

Such act of brutality of Odisha police is condemnable.

The women around Rajakanika area were observing Women’s Day on their own way and on that day they went on burning foreign liquor shop, at Namatara village. They were demanding of closing down of that shop for last two years. Even they had given their demands in writing to Mr. Baijayanta Panda, Member of Parliament and Mr. PratapDev, MLA and to the District Collector, several times, what local activist of NishaMuktiAbhijan speaks.

So, failing from those sides they themselves decided to destroy the shop on International Women’s Day. While coming back from that place, district armed police reached to the village and fired them.

The state government, with the logic of earning targeted revenue of 1800 crores, has started a drive to open up more and more liquor shops both in rural and town areas. But this has been opposed by several groups in the State. Recently, when a team of social activists of NishaMuktiAbhiyan met the excise minister at the Secretariat, the later assured them of not opening any new shop without consent of pallisabha and gramsabha. This has been reported in the media. But in this case, when the dalit women of Namatara village were demanding of closing down of that shop, that went unheard.

It is not only at Namatara village, but in several parts of Odisha, both in tribal as well as in non-tribal areas, people, largely dalit and adivasi women, are now coming on the street and are opposing opening of liquor shops in their own areas. At many places in Odisha, like in Kashipur of Rayagada, Narayanpatna and Bandhugaon of Koraput district, Mathili of Malkangiri, Nikirai and Mahalhat of Kendrapada district, women and men have destroyed liquor shops in last 4 years due to deaf year of the government. They are all facing legal charges.

Most of the women who are participating in such struggle are from poor background. In a male dominated society like us, when daily wage workers, small peasants and village artisans, mostly male, are expending major amount of their income in consuming liquor then other members of their respective families are not getting proper food, education and health treatment. In these cases the most vulnerable are children and aged people in their familiesbecause of addictive-consumption of liquor of male earner.

Specifically, in post-economic reform phase, when burden of education and health care are lying more on individuals because the State is withdrawing from its welfare-role, so slightest unmindful expenses of the bread earner is causing much havoc in the family. On the other hand, both corporate and bureaucrats are taking away lion’s share of the State which ultimately is causing more gap between the poor and the rich. At this stage we, in Odisha, are finding more rural poor women who have one agenda, destroying of liquor shop and in retaliation, police is resorting to arrest and firing.

So in case of Namatara incident several organisations like Ganatantrik Adhikar Surakhya Sangathan, Lok Shakti Abhiyan and Committee Against Fabricated Cases etc. are demanding of announcement of rupees one lakh as compensation for the injured people, arresting those police engaged in such firing under 307, attempt to murder, of IPC and treating decisions of Pallisabha and Gramsabha in both tribal and non-tribal areas regarding opening up of new shops and running of existing oneas final decision of the government.

Bengaluru: Cop beats up daughter in public

Bengaluru: In a shameful incident reported in Bengaluru, a father who is also a policeman was seen thrashing his 25-year-old daughter in the middle of the street on Thursday, March 12.

It is said that the parents of the girl who are settled in Madurai thought that the girl, who works in Bengaluru had a relationship with a boy, and were “teaching her a lesson”.

Reportedly two women from the city, Nivedita and Archana who were on their way to work rescued the young women and handed her over to the police.

Speaking to media, the women stated that they were shocked to see the educated parents including the mother who is a teacher by profession, involving in such a disgraceful act on the street.

“More shameful was the sight of nearly 50 people standing dumbstruck and enjoying the scene. We freed her and made her sit inside our car. Her father sat on the bonnet, refusing to move. By then the police arrived,” said the women.

The trio were taken to the Ulsoor police station. Apparently no case has been filed against the man as the girl said that she did not want a complaint and that the family would sort out the matter at home.

Bengaluru cop suspended for assaulting good samaritan

Bengaluru: A traffic sub-inspector was suspended on Tuesday for assaulting an ex-serviceman who helped in getting an ambulance out of the traffic gridlock on a busy thoroughfare in the city centre.

“We have suspended the inspector (Ganganna) for physically abusing Nagappa, an ex-serviceman, who allowed an ambulance to drive out of the traffic jam by removing a rope barricade tied to block access to a free passage on Palace Road,” deputy superintendent of police (DCP) Rajendra Prasad told IANS.

Unseasonal rain during the day disrupted normal life due to water-logging and consequent traffic snarls across the city.

The police action came hours after local news channels aired footage of Ganganna accosting and hitting Nagappa, who was seen removing the rope and letting the ambulance drive away from the gridlock.

“Though Nagappa was not authorised to remove the barricade, the sub-inspector had no right to manhandle him when he was trying to help the ambulance to get out of the traffic jam,” Prasad admitted.

In defence, Ganganna said in the process of helping the ambulance to drive away, Nagappa cleared the way for other vehicles, stuck in the jam, to also follow behind it on the otherwise blocked road.

Nagappa, who was on the spot on his cycle, however, said he removed the rope after a traffic constable on duty told him to do so.
