13,000 Palestinian buildings to be demolished in West Bank – UN report

Palestinians have little chance of obtaining a construction permit in the West Bank, while Israel keeps issuing new demolition orders for Palestinian buildings faster than it can bulldoze them, says a new report from the local United Nations mission.

“Official  data  released  by  the  Israeli  authorities indicate  that  over  11,000  demolition  orders – affecting  an  estimated  13,000  Palestinian-owned structures, including homes – are currently ‘outstanding’ in Area C of the West Bank,” begins areport, titled “Under Threat,” published by the United Nations Office for the Coordination of Humanitarian Affairs occupied Palestinian territory (OCHA-oPt).

While Israel has destroyed over 2,800 buildings since it began issuing demolition orders in 1988, most of them have never been carried out, remaining a Sword of Damocles hanging over the heads Palestinian residents.

“Structures built without permits are regularly served with demolition orders. While only a minority of the orders issued are executed, these orders do not expire and leave affected households in a state of chronic uncertainty and threat,” say the authors.“Where the orders have been implemented, they have resulted in displacement and disruption of livelihoods, the entrenchment of poverty and increased aid dependency.” A shockingly low percentage of Palestinian applications for permits is ever approved. Israeli Civil Administration data reveals that Palestinians submitted 2,020 requests for building permits in Area C between 2010 and 2014 and only 33 of them (1.5 percent) were approved. “The planning and zoning regime applied by the Israeli authorities, including the ways in which public land is allocated, makes it virtually impossible for Palestinians to obtain building permits in most of Area C,” the report adds.

In reality, less than 1 percent of Area C has been allocated for Palestinian buildings, and even structures like a tent or a fence need an official permit.

Out of a total 11,134 demolition orders, 570 were labeled as ready to be carried out. In the first half of 2015 alone, the Civil Administration destroyed 245 Palestinian structures in Area C. Meanwhile, 2,454 orders were put on hold in light of legal issues, and another 8,110 were said to be “in process.”

Area C represents about 60 percent of the West Bank, which was temporarily divided into three parts – A, B and C – in accordance with the 1995 Interim Agreement on the West Bank and the Gaza Strip, more commonly known as the Oslo accords.

Under the signed agreement, Area C was to be transferred to the Palestinian Authority by the end of 1998. This never happened, however, and Israel has assumed military control of the territory. Currently, 300,000 Palestinians reside inside the area.

Palestinians have been demanding full recognition as a sovereign state from the UN and the international community for years now.

Recently, a number of international organizations have intensified their criticism of Israel’s stepped up demolition activities in the West Bank.

“For 70 years they have been trying to get Arabs off the land so the Jews can move in. We feel like we can’t live, it’s not something people feel in the West, only us here. When I tell Israeli forces that I have a family to provide for they don’t care,”Saidi, who is from a Palestinian Bedouin family, told The Guardian.

Meanwhile, in response to the report, Israel’s Coordinator of Government Activities in the Territories (COGAT) said that residents can still file a request to legalize “illegal” construction through the planning and inspection mechanisms available at the IDF’s Civil Administration, The Times of Israel reported.

The United Nations has called on European states to guarantee relocation for 200,000 refugees, as record numbers flee to the continent from war-torn nations.

UNHCR spokeswoman Melissa Fleming told Al Jazeera on Tuesday that Europe is a “wealthy” continent that could manage the numbers of people coming in.

The UN official said European Union countries needed to form a plan where it was mandatory for member states to accept refugees.

“There should be EU-led mega-reception centres established in Greece, in Italy and also in Hungary – whereby the people arriving could go to these centres and be received in decent humane conditions, and apply for asylum” Fleming said.

She added that under the current system, countries on Europe’s frontier were being “overburdened”.

At an earlier press briefing, Fleming said there was not a “German solution to a European problem”, in reference to the leading role taken by German Chancellor Angela Merkel in ending the crisis.

“Those can only work if there is a guaranteed relocation system whereby European countries saying yes will take X number. We believe it should be 200,000, that’s the number we believe need relocation in Europe countries.”

Al Jazeera’s Mohammed Jamjoom, reporting from Vienna, said many refugees arriving there were worried about new measures that would restrict their movement.

“Even the Austrian government at this point doesn’t have a clear-cut path ahead… We spoke to a member of the interior ministry and quite clearly the government is struggling to come up with a coherent policy to stay within EU rules,” Jamjoom said.

A record 7,000 Syrian refugees arrived in the former Yugoslav Republic of Macedonia on Monday, while some 30,000 are on Greek islands, including 20,000 on Lesbos, according to the UN.

‘Exodus’

Fleming’s comments came as EU President Donald Tusk warned that the refugee crisis affecting Europe was part of an “exodus” from war-torn countries that could last years.

Tusk said the current movement of people mainly from the Middle East would be a “problem for many years to come”.

“The present wave of migration is not a one-time incident but the beginning of a real exodus,” the EU president said addressing a thinktank in Brussels on Monday.

European leaders are scrambling for solutions as bloody conflicts in mainly Syria and Iraq send hundreds of thousands of refugees on dangerous voyages through the Balkans and across the Mediterranean.

“Let us have no illusions that we have a silver bullet to reverse the situation,” he said.

Tusk, who represents the bloc’s leaders, urged for pragmatism and said member states must put aside their deep differences in facing the crisis.

One of the flashpoints of the crisis is Hungary, where tens of thousands of refugees seek to transit through on their way to wealthier EU states.

On Monday night, hundreds of angry and frustrated asylum seekers broke through police lines near Hungary’s southern border with Serbia and began marching north towards Budapest.

Al Jazeera’s Andrew Simmons, reporting from Roszke in Hungary, spoke to several refugees who said they had been poorly treated and did not have access to adequate shelter or sanitation.

One refugee said she had been beaten with a stick, while another pleaded with authorities to help his sick child.

The five-year-old, who was suffering from heat exhaustion and fever, was eventually helped by Hungarian medical teams and put on a drip, Simmons said.

Fresh clashes also erupted between police and refugees on the Greek island of Lesbos Monday night, which authorities said was “on the verge of explosion”.

A number of European countries have announced they will be taking in part of the influx of people wanting to escape the conflicts in the Middle East.

British Prime Minister David Cameron said his country would resettle up to 20,000 Syrians from camps in Turkey, Jordan, and Syria over the next five years.

French President Francois Hollande said his country would take in 24,000 refugees over the next two years.

The United States government said it was considering a range of approaches in response to the crisis.

Thai blast probe: 2 Indians picked up by police released

Bangkok: The two Indians picked up by Thai police were released today after authorities found everything in order following their interrogation in connection with the country’s deadliest blast at a temple that killed 20 people.

The two men, whose names were withheld, had valid work permits and were legal, sources told PTI.

“Everything was found in order by the authorities,” they said. The two men were taken into custody on Sunday night after they were seen on CCTV talking to a foreign suspect wanted in Thailand’s deadliest bombing at the Brahma shrine here which killed 20 people and injured more than 100 others.

The sources said that no charges were made against the two men who were picked up by police as part of due diligence for questioning as they lived in the room next to one where police had found bomb-making materials.

Indian security agencies had also checked the background of two men who belong to Jammu and Kashmir and Karnataka.

So far Bangkok police has issued arrest warrants have been issued for 12 suspects. Two have been arrested, both foreigners, one carrying a Chinese passport.

A combined force of police and army officers on Sunday raided several apartment buildings and rental houses in the Nimit Mai area of Min Buri district.

Col Wattana Yichin, deputy commander of the Metropolitan Police overseeing Minburi police station, said the raid was part of crime suppression measures as many foreigners rent apartments and houses in the area.

A suspect who was arrested near the Cambodia border identified as Yusufu Meralli told military interrogators he had assembled the bomb for the actual bomber, who is yet to be nabbed.

The first man arrested, Adem Karadak, also known as Bilal Mohammed, has been remanded from military custody to prison.

Meralli, 25, identified the mastermind of the attack only as Izaan. He said Izaan commanded the operation by using WhatsApp chat application.

Meralli testified that Izaan left Thailand via Suvarnabhumi International Airport on August 16, a day before the bombing, for China and then headed to Bangladesh.

JD (S) withdraws conditions for alliance with the Congress in BBMP

Bengaluru: HD Kumaraswamy, JD (S) leader made a u-turn on Monday September 7 by saying that the conditions he had set for having an alliance with the Congress in the BBMP council would be withdrawn.

He said that the part would not try for bargaining with regard to power-sharing in the Council anymore.

He added that he had put certain conditions for the Congress which was an independent decision. “I wanted the Congress to drop the Bengaluru restructuring bill, but the party’s stand was different. Now we have decided not to impose any conditions. The CM has to take the responsibility to see that things had to be set right,” he said.

He later said that if the Congress offered, the party would accept the post of the Deputy Mayor. A call on power-sharing module would be taken if the Congress felt benevolent enough to offer the post of Deputy Mayor and the party would not demand anything with regard to the standing committee posts, he added.

This was the first time that the JD(S) clarified its stand on the alliance with the Congress. Previously, as soon as the results were announced, the party used to assume contradictory stances which gave room to conspiracy theories.

However, national president HD Deve Gowda has said that they had not laid down any conditions. But Kumaraswamy has noted that he would not meet the Congress leaders until they issued a public statement that the proposed BBMP restructuring bill would be dropped.

Kumaraswamy informed that he had conveyed the party’s stand over the phone to state Congress president G Parameshwara and CM Siddaramaiah on Sunday September 6 and said that he might meet Parameshwara in a day or two.

He further said that the alliance with the Congress would be only in the BBMP, however, the JD(S) would not mind ruling the Council along for the next 5 years only on grounds that the Congress was willing to do the same.

He criticized the Congress and the BJP for branding the JD(S) an opportunist. He said that the national parties had misused his party to suit their convenience.

At present there are 3 candidates for the post of the Deputy Mayor in the JD (S) – MLA Gopalaiah’s wife S P Hemalatha from Vrushabhavathinagar, MLA B Z Zameer Ahmed Khan’s candidates Umme Salma (Kushalnagar ward) and Nazima Khanam (KR Pet ward).

Kader Khan, a writer, actor, director par excellence, needs no special introduction. And in spite of his ill health since a long time, he will be seen on the celluloid silver screen in a female director Fauzia Arshi’s upcoming film ‘Hogaya Dimaag Ka Dahi’. Caught up with the veteran actor Kader Khan at the recent media conference of ‘Hogaya Dimaag Ka Dahi’ held at Raheja Classic Club. At the same conference other veteran actors like Om Puri & Razzak Khan strongly felt that it is high time that the Government bestowed on him the most prestigious honours of a Padmashree or a Padmabushan at least at this age & stage and moreover he very well deserves it. Present herewith is an ad verbatim interactive session with the funster.

How would you describe your film journey down the years in a nutshell?

It may sound cliched but yes I had started out as an actor in college, whose name I forget in fact I have to try very hard to recollect my past. Anyways Yusuf Sahab alias Dilip Kumar got a wind of this play and expressed his desire to see it. So I went all out & got the play restaged. I am sure he must have liked the play, I don’t know whether he liked my acting in it or not but he instantly asked me to join films & signed me for not one but two films namely ‘Sagina Mahto’ & ‘Bairaag’. And then, of course, there was no looking back for me. But of course you can say that my mainstream commercial debut was with Yash Raj Films ‘Daag’ as a prosecuting attorney.

So when did you make a transition from an actor to a writer?

I think I first became a dialogue writer with the film ‘Unees Bees’. Mujhe ab bhi yaad hai, two young teenage boys named Rauf & Vinay had come to me and just like that asked me to write the dialogues for their script of ‘Unees Bees’. I agreed very hesitatingly and I often used to wonder during the making of the film, “Aakhir mujhe hi kyun chuna?”. I think the producer was Parmeshwaren and yes that was my 1st ever fling with the South Indian Producers. And I soon got my answer when Rauf Vinay & myself won rave reviews for our efforts. And then there was no looking back as I had started picking up writing assignments too.

And what made you turn a director?

After gaining a lot of experience in acting & writing one fine day, just like that, I decided to make a film. And the result was ‘Shama’. It was a burning film with a burning issue and, of course, quite ahead of its time. And, of course, ‘Shama’ became the milestone film of my career. And I am seriously thinking now of making its remake.

Which was the turning point in your career?

The turning point of my career as an actor & a writer was when I was picked up for South Indian films courtesy I think Jeetendra, but I am sorry I don’t remember who introduced me to South Indian films or was it the South Indian producers who picked me up.

Who was instrumental in the success of your career?

Sorry I don’t remember and I can’t remember any one particular person who was responsible for this, but regardless of that I would like to thank one and all, the producers, the directors, the writers, as I have worked with other writers too, the co – stars and of course most importantly the technicians & the unit hands too, without which an actor just can’t survive.

Did bagging an award mattered to you then?

Yes! “Jab fans aur critics taarif karte hain toh bahut acha lagta hai and when you bag a prestigious awards like a filmfare it puts a final stamp on your talent. And I am happy that I bagged awards galore but when I bagged several filmfare awards I felt as if I had won the Oscars.

Of late your health is not well yet you continue doing films. How come?

It is all because I love my profession “Aur agar aap sabki dua rahi to main zindagi ki aakri saans tak aap sabko entertain karna chahoonga”.

So what is your latest film ‘Hogaya Dimaagh Ka Dahi’ all about?

You see when director Fauzia Arshi offered me ‘Hogaya Dimaagh Ka Dahi’ I had refused point blank, but when she persisted on and on and on I relented as she had promised that it will be very easy for me to enact the role. And believe me my role in ‘Hogaya Dimaag Ka Dahi’ is all about an ailing grandfather who is confined to bed and his entire clan is after his blood to usurp his property. Besides it was lovely working with seasoned actors like me mainly Om Puri, Razzak Khan et al. And not only this I am also acting in a couple of more films including producer Nadiadwala Grandsons, Firoz Nadiadwala & director Anees Bajmee’s ‘Welcome Back’ which is releasing on 4th Sept, 2015.

Lastly tell us how was your experience during your recent Haj pilgrimage to Makkah & Medina?

Of course I am lucky that I could perform my recent Haj pilgrimage in spite of my ill health and my being totally confined to my wheelchair. You know that my firm belief is that Allah – The Almighty always helps those who helps themselves. Period!

Fire in Air India flight, seven passengers injured

New Delhi: A minor fire broke out in an Air India flight while landing at Delhi’s Indira Gandhi International airport on Monday evening, in which seven passengers were injured, police said.

“Varanasi-Delhi flight AI 405 caught fire while landing at runway No.27 at the IGI airport around 8.30 p.m. today (Monday),” said a police official.

After the plane touched down at the Indira Gandhi International Airport here, smoke was seen from under carriage and pilot opted for evacuation, sources said.

The fire started after the hydraulic system of the flight reportedly failed.

“A total of 146 passengers onboard were evacuated safely and taken to the terminal building but seven of them received minor injuries,” said the official.

The flight had originated from Khajuraho for Varanasi, from where it took off for Delhi.

Mumbai: Mumbai Police Commissioner Rakesh Maria was on Tuesday promoted as the new Director General of Police (Home Guards), and Javed Ahmed appointed in his place.

A top home department official said Ahmed will take charge from Maria with immediate effect on Tuesday itself in view of the ensuing festive season of Ganeshotsav, Eid and Navratri.

Maria – who recently hogged limelight for his investigations into the Sheena Bora murder case – was due to be promoted on September 30, but the process was advanced to enable the police officers to settle down before the festive season.

The Mumbai police commissioner’s post is equivalent to that of director general.

Ahmed has been lauded as “a very good officer” by former top cop and diplomat J.F. Ribeiro.

Three Bengaluru siblings murdered by their uncle

Bengaluru: The three children, who had gone missing from their Banaswadi school in August, had indeed met with a gory end.

The police managed to trace the accused, who confessed to having murdered the children and dumping their bodies into a manhole.

The accused is their uncle — their father’s cousin — who was allegedly having an affair with the children’s mother.

Fayum Baig (24), an electrician, was arrested by the Banaswadi police on Monday. The police said Fayum was having an affair with Nazima Begum, a garment factory employee and resident of Pilllanna Garden.

Nazima was separated from her husband, Ilyas Baig, six months ago. He left for Hyderabad, leaving Nazima with the three children.

Fayum wanted to marry Nazima, but was enraged when he found her with another man. In a fit of revenge, he went to the school and called out to the three siblings Ali Abbas Baig (8), Raheem Baig (4) and Husna Begum (6).

Since the children knew Fayum, they ran towards him, calling out ‘ chacha chacha’ . That was the last time the children were seen. The accused took them to an isolated spot and strangulated them one by one. He then dumped their bodies into a manhole near a mini-forest in HBR Layout, K.G. Halli.

Nazima had filed a police complaint after the children went missing, suspecting that her husband had taken them. The police even went to Hyderabad to question Ilyas Baig. It was when they found out about Nazima having had multiple affairs that they zeroed in on Fayum.

The police have so far recovered the body of Husna. The search was suspended on Monday after the heavy water flow due to excessive rain.

Sheena murder: Mumbai police bring Khanna to Kolkata

Kolkata: A Mumbai police team on Monday escorted Sanjeev Khanna, a co-accused in the sensational Sheena Bora murder case, to Kolkata to unearth more evidence.

Sources said Khanna — the former husband of prime accused Indrani Mukherjea — was brought to the eastern metropolis, where he used to reside prior to his arrest, in the early hours of Monday and taken to various spots where police conducted raids.

Mumbai police officers searched Khannna’s residence in south Kolkata’s posh Hastings area as also his office and the flat of one of his friends.

Businessman Khanna was arrested by Mumbai police here on August 26, a day after Indrani was nabbed in Mumbai for the murder of her daughter Sheena. On August 27, he was taken on transit visa to Mumbai, where he was interrogated.

On September 2, Mumbai police confiscated Khanna’s laptop and finance related papers, in a purported bid to retrace the chats and e-mails between him and Indrani ahead of Sheena’s murder in 2012.

In a bid to ascertain if Khanna’s alleged involvement in the conspiracy was for financial gain, police have studied Khanna’s bank accounts and investment details and took away the papers to Mumbai last week.

Indrani, the wife of former media honcho Peter Mukherjea, and her former driver Shyam Rai, are the other people charged with killing Sheena in 2012 and disposing of her body.

New York: Sania Mirza and Martina Hingis eased into the women’s doubles quarterfinals at the US Open with a comfortable straight sets victory over Michaella Krajicek and Barbora Strycova here.

The top seeded Indo-Swiss combination produced a dominant performance to get the better of their 13th seeded opponents 6-3, 6-0 in 59 minutes.

Sania and Hingis were hardly stretched during the contest as they managed to hold their serve all through. They were off to a good start, breaking Krajicek and Strycova once in the first set.

They fired 14 winners in the opening set as against eight by their Dutch-Czech opponents.

Sania and Martina upped the ante in the second set, earning six break points, three of which they converted.

Krajicek and Strycova were clearly out of their depths, producing nine unforced errors as the Indo-Swiss duo wrapped up the second set in 26 minutes.

The top seeds will face Chan Yung-Jan and Chan Hao-Ching of Chinese Taipei in the last eight stage.

The Chinese Taipei pair, who are seeded ninth, prevailed in a tough contest with the unseeded Romanian duo of Irina-Camelia Begu and Raluca Olaru.

The ninth seeds conceeded the first set before fighting back to win 5-7, 6-1, 7-6 (4).
