Devraj Urs, former CM to be conferred with ‘Karnataka Ratna’ award

Bengaluru: Karnataka government announced the ‘Karnataka Ratna’ award to former chief minister Devraj Urs here on Monday. The decision was taken at a meeting during the centenary celebrations at Vidhana Soudha.

The meeting was chaired by Chief Minister Siddaramaiah and attended by state ministers. The award has been declared posthumously. The state government has urged the centre to bring out stamps in honour of the former chief minister.

D. Devaraj Urs served two separate terms as Chief Minister for the state of Karnataka. His first term was between the 20th of March 1972 and the 31st of December 1977. His second term as Chief Minister was between the 28th of February 1978 and the 7th of January 1980.

He won the elections consecutively for a span of 28 years. He was repeatedly elected to the Legislative Assembly from Hunsur constituency between 1952 and 1980. His term as Chief Minister is also one of the longest terms in the history of Karnataka.

D. Devaraj Urs is held famously as the greatest social reformers ever from Karnataka. A follower of the late Indira Gandhi, Urs sought to implement the “elimination of poverty” agenda during his term as Chief Minister.

He addressed several questions such as,  education of the “backward” classes of the society, establishment and maintenance of hostels for members of the backward classes and minorities, allocation of stipend funds for the 16,000 odd unemployed members of the minority sections of society, abolition of bonded labor, night soil carrying duties allocated solely to members of the Dalit caste, Land reforms, according to which the tiller or the farmer became the owner, the Kali project for irrigation purposes.

SC clears Justice Katju over Gandhi, Bose remarks

New Delhi: Supreme Court on Monday said that prima facie comdemnation of Justice Markandey Katju by parliament for describing Mahatma Gandhi as a British agent and Netaji Subhash Chandra Bose as a Japanese agent did not violate his right to free speech and expression or in any way dent his reputation.

An apex court bench, headed by Justice T.S. Thakur, while agreeing to further hear the matter, appointed senior counsel Fali Nariman as amicus curiae as Justice Katju’s counsel Gopal Subramaniam told the court that he could not have been condemned by parliament without being given an opportunity to be heard.

Justice Katju , a former judge of Supreme Court and former chairman of the Press Council of India, in one of his blogs, had described Gandhi as a British agent and Netaji as a Japanese agent.

The Rajya Sabha and The Lok Sabha had passed unanimous resolutions condemning and deploring his statement.

82 percent rise in corruption complaints; Railways tops: CVC

New Delhi: An unprecedented over 64,000 corruption complaints were received by the Central Vigilance Commission last year, a rise of 82 percent than the preceding year.

The Commission received 64,410 complaints, including 2,048 brought forward, during 2014. Despite the manifold increase in the volume of work being handled by the Commission, there has been no increase in the staff strength, the CVC said in its annual report 2014, which was tabled in Parliament recently.

The anti-corruption watchdog had received 35,332 complaints in 2013. There has been a rise of 82.29 percent in the corruption complaints in last year.

“It is for the first time that the Commission had received such a high number of corruption complaints,” a senior CVC official said.

Of the total of 64,410 complaints received by the CVC, 36,115 were vague or unverifiable, 758 were anonymous or pseudonymous and 24,012 were for officials not under CVC.

There were 1,214 verifiable complaints which were sent for inquiry or investigation to Chief Vigilance Officers (CVOs) who act as distant arm of the CVC, and CBI.

Railways has topped the list of government organisations against whom maximum number of complaints of alleged corruption–over 12,000–were received by the CVOs in last year.

As many as 12,776 complaints of alleged corruption against Railways employees followed by 6,836 against bank officials, 3,572 against Delhi government employees and 3,468 against Income Tax officials were received in 2014, as per the annual report.

About 45,713 complaints of corruption were received by the CVOs against government employees. Of these, 32,054 were disposed and 13,659 were pending. A total of 6,499 complaints were pending for more than six months, it said.

A total of 3,378 corruption complaints were received against officials working in the Ministry of Petroleum and Natural Gas, 2,917 against employees working under Urban Development, 1,494 against those in Steel Ministry and 1,303 against Department of Telecommunications employees, the annual report said.

The CVC tendered advices in 5,867 cases during 2014. These include Commission’s advice of initiation of major penalty proceedings in 624 cases and minor penalty proceedings in 270 cases as its first stage advice. Similarly, Commission advised imposition of major penalty in 542 cases and minor penalty in 229 cases, it said.

There was a vacancy of 58 employees, as against the sanctioned strength of 296 in CVC, the annual report said.

The CVC had received 37,039, 16,929 and 16,260 complaints in 2012, 2011 and 2010, respectively, according to its annual reports for respective years.

Similarly, 14,206 and 10,142 complaints were received in 2009 and 2008, respectively. In 2007 and 2006, the Commission had received 11,062 and 10,798 complaints, respectively. Also, 9,320, 10,735, 11,397 complaints were received by it during 2005, 2004 and 2003, respectively, as per the annual reports.

Rape-accused Asaram called a ‘saint’ in Rajasthan school textbook

Jodhpur: Rape accused Asaram features in a chapter on saints in a Class III textbook in the district, sharing space with Vivekananda, Mother Teresa and Ramakrishna Paramhans.

Yoga guru Ramdev is also included in the list of saints in the moral education and GK textbook ‘Naya Ujala’ which is taught in many schools of the district.

The chapter also has pictures of Guru Nanak, Kabir, Meerabai and Shankaracharya and the children have been asked to identify them including Asaram, who is in a Jodhpur jail after being arrested in a rape case.

The book has been supplied by a Delhi-based publisher Gurukul Education Books.

Asked about the inclusion of Asaram’s name, a representative of the publishing house said when the book was published, there was no case against Asaram.

“Now we are withdrawing the books from the market and are preparing a new edition of the book sans Asaram”, he said.

When officials of the education department were asked about the book, they expressed ignorance about the matter.

However, they said notices would be issued to the school authorities where the textbook is part of the curriculum.

Asaram is in jail since August 2013 on charges of sexual assault. He was arrested after a 16-year-old girl lodged a police complaint, alleging that the self-styled godman sexually assaulted her at his ashram in Jodhpur.

Modi government blocks over 850 porn sites in India

New Delhi: The Modi government has given an unpleasant surprise to the porn lovers across the country by blocking nearly 857 porn sites.

This came on light on Saturday, when scores of porn lovers took to social media platforms to express their disappointment after seeing blank pages while surfing for porn.

Confirming the same, one porn lover took to Reditt and posted a screenshot with the message “blocked as per the directions received from Department of Telecommunications, Government of India”.

Internet service providers namely Vodafone, MTNL, ACT, Hathway and BSNL have blocked the porn sites, as per reports.

The unhappy internet users took to Twitter and other social media sites to vent out their anger. #PornBan was the trending topic on Twitter yesterday.

BJP raking up Hindu terror issue to polarise country: Congress

New Delhi: The Congress Party on Saturday lashed out at the Bharatiya Janata Party (BJP) allegations of coining the term ‘Hindu terrorism’, saying that Home Minister Rajnath Singh is quoting the ex-UPA home minister Sushil Kumar Shinde’s comment ‘out of context’ and also alleged that the BJP Government was polarising the nation in the name of religion.

“The comment of the then Home Minister is being quoted out of context. It is a deliberate attempt on the part of the government, it is the deliberate attempt on the part of the BJP, it is the deliberate attempt on the part of Home Minister, for various reasons- to divide the country, to take up the debate between two religions, to divert the attention of the people from its failure to effectively counter the threat of terrorism, to abuse and to use the parliamentary forum, to abuse and defame its opponents, particularly the Congress Party,” Congress leader Ghulam Nabi Azad told the press conference.

“Congress Party has always been against terrorism, be it Jammu and Kashmir, Punjab, north eastern states or the states sharing borders with our neighbours. We have seen our sitting Prime Minister Smt. Indira Gandhi martyred to terrorism. We have seen the death of Ex-Prime Minister Rajiv Gandhi at the hands of terrorists. We have seen many leaders, MLAs, MPs, etc losing their lives to extremism and terrorism. But BJP does not need to lecture us,” he added.

The former Minister of Health and Family Welfare insisted, “I would like to say that since this BJP Government has come into power, there is so much polarization in the country, across the country. Even in Jammu and Kashmir, there might have threat of terrorist, there might have been terrorism, but there was never a polarization. The moment BJP became part of the coalition government, the polarization in a big way has hit Jammu and Kashmir.”

Earlier, hitting out the Congress, the Home Minister said the term ‘Hindu terrorism’ coined by the previous UPA government had weakened the fight against the scourge by diverting the direction of probe into the incidents of terrorism.

Take over all Vyapam cases, SC tells CBI

New Delhi: The Supreme Court directed the CBI to inform it in three weeks about taking over the probe of most of the 185 cases related to the Vyapam scam on Friday

A Bench, led by Chief Justice of India H.L. Dattu, asked the Department of Personnel and Training to inform it by the next hearing on August 7 about filling of vacancies in the CBI as the agency had complained that a shortage of manpower was hindering the probe.

The task of appointing lawyers to prosecute the cases in various special CBI courts in Madhya Pradesh should be completed within six weeks, the Bench told the CBI. “We have so much of faith in you. You take up the cases. Whether it is in Bhopal, Jabhalpur or any other place, you will have your own counsel for prosecution,” the Bench said.

N S Megharikh becomes the new Bengaluru Police Commissioner

Bengaluru: N S Megharikh taken charge as Bengaluru Police commissioner here on Friday. Megharikh, a 1989 batch IPS officer succeeded M N Reddi, who is now Director-General of Police and Commandant-General of Home Guards.

On Friday evening M N Reddi handed over his responsibilities to Megharikh in the presence of the police top brass. Prior to his elevation as City Police Commissioner, Megharikh had served as Additional Director-General of Police, in charge of law and order, at the police headquarters.

On his fifth posting in Bengaluru, Megharikh said the upcoming BBMP elections (August 22) would be his first challenge. He also spoke to Express about his plans to improve policing.

“During my tenure or even after my retirement, the department will not get the desired number of personnel. But my objective is to get work done with the people we have. Nobody will work under me. We are going to work together. The BBMP elections are my first challenge. I have worked during the Lok Sabha, Assembly and gram panchayat elections, and I am confident I will be able to ensure there is no law and order disturbance. During the BBMP elections, I will visit all city police stations, Megharikh said.

“I am aware of the problem. We will work on a strategy. I have also seen days when we had to counter dacoits on the outskirts of the city.”

“I believe in grassroots and community policing. We will work under the ground, on the ground and above the ground. Under the ground, we will look at problems the public are not aware of. On the ground, we will develop a cordial relationship with the public. Above the ground, the police are active on social media, and we will continue to communicate with the public using it ” he said.

Over 32,000 cases of women’s rights violation in 2014-15

New Delhi: More than 32,000 cases of violation of rights of women have been reported by the National Commission for Protection of Child Rights in 2014-15 and the figure for this year so far is 9,786, parliament was informed on Friday.

A statement tabled in reply to question by Women and Child Development Minister Maneka Gandhi said 16,584, 22,422, 32,118 and 9,786 cases of violation of rights of women in 2012-13, 2013-14, 2014-15 and 2015-16 (till date) respectively have been reported.

The reasons included domestic violence, molestation, dowry harassment, property dispute and rape.

As per the statement, more than 3,300 cases of violation of child rights were recorded in the year 2014-15.

In the last four consecutive years, the number was 2,404, 3,281, 3,340 and 2,270 cases respectively. The reasons included displacement, violence and trafficking which are listed as violations under the Right of Children to Free and Compulsory Education Act, 2009 and under the Protection of Children from Sexual Offences Act, 2012.

To cure his wife, man targets 7 minor girls, rapes and kills 4

Mathura: Following the advice by a Hindu tantric, a man raped and killed four minor girls and was on look to rape and murder three more girls! This chilling revelation came after a man identified as Sonu was arrested by the police earlier this week.

Sonu reportedly told police that the tantric had told him that to cure his wife he needed to sexually assault and kill seven minor girls in all.

Incidentally, Sonu is the friend of Lalua Balmiki who on Tuesday had been dragged out of a police station in Mathura and lynched by a mob of about 100 men. The mob had attacked Lalua after accusing him of the rape and murder of a 12-year-old girl.

Police said that Sonu further told them that in his dark deeds it was Lalua who aided him. Sub-inspector Omkar Sharma of Farah police station in Mathura, tasked with guarding Sonu from angry mobs as he recuperates from injuries at the SN Medical College in Agra, said the man had confessed to the murder of the 12-year-old girl whose brutalised body was found in the bushes outside Parkham village early this week.

“A girl about 14 years old was raped and murdered on November 23, 2010. She had arrived in the village for a wedding but never returned to the venue after wandering out. The second was a child, just four years old. She was killed in 2012. Her body, with the head smashed in with a large stone, was recovered in the village. He (Sonu) said the third girl was a nine-year-old. He did not recall the date of that murder,” Omkar Sharma said. The 12-year-old was the fourth victim.

SSP Mathura, Rakesh Singh, admitted that in the three earlier incidents, cases had been registered at the local police station though villagers alleged that these were not the only murders the duo had committed.

The 12-year-old whose body was recovered on Tuesday was from the Thakur caste. Since Sonu and Lalua are Dalits, the matter has now taken a caste colour. Most of the men who set upon the duo were from the higher caste.

On Thursday, Sonu’s parents said besides lynching Lalua, the upper caste group had also set their home on fire. “We have been forced out of the village, we have nowhere to go now,” said Shyamlal, Sonu’s father.

On Wednesday, police lodged an FIR against 100 unnamed men for dragging Lalua out of police lock-up and lynching him. Four policemen were suspended for laxity at work.
