Hundreds of civilians credibly reported killed in first year of coalition airstrikes, airwars study finds

A six-month investigation into alleged civilian and ‘friendly fire’ deaths from Coalition airstrikes in Iraq and Syria has identified more than 120 incidents of concern to June 30th according to an Airwars report published today – three times more problem events than the Coalition itself was aware of.

Airwars believes that for 57 of these incidents, there is sufficient publicly-available evidence to indicate Coalition responsibility for civilian and friendly forces deaths. Between them these events account for 459-591 alleged civilian fatalities, and the reported deaths of 48-80 allied forces.

In stark contrast, the Coalition has investigated just ten incidents – and has so far conceded just two civilian deaths in thousands of airstrikes across Iraq and Syria since August 2014.

1,000 alleged fatalities

Since February Airwars has been examining claims totaling more than 1,000 alleged civilian fatalities. Many of these incidents remain difficult to verify. Some are contested, with counterclaims that Iraqi or Syrian forces carried out an attack. Other events are poorly reported. On occasion claims of civilian fatalities have turned out to be false, researchers found.

Even so, the public record clearly suggests a significant under-reporting of civilian deaths by the Coalition.

Airwars is publishing its own full findings online, with detailed descriptions of each event and links to every known source. The database features hundreds of photographs and videos, along with the names of more than 260 alleged victims.

‘The international Coalition has boasted that its air war against Islamic State is “the most precise and disciplined in the history of aerial warfare.” Yet facts from the ground suggest a very different story,’ says Chris Woods, Director of Airwars.

‘With more than 5,800 airstrikes so far and over 18,000 bombs and missiles dropped on the cities and towns of Iraq and Syria, all indications are that hundreds of civilians have already died in Coalition strikes.’

Airwars also reports a troubling lack of accountability among the twelve Coalition members. Only Canada has consistently reported where and when its aircraft strike.

In contrast other nations have released almost no information about their actions, with Australia claiming that it ‘will not release information that could be distorted and used against Australia in ISIL propaganda.’ With Coalition nations individually liable when civilians are killed in Iraq or Syria, those affected on the ground presently have almost no recourse to justice or compensation.

Key findings

  • Between August 8 2014 and June 30th 2015, 53 incidents of concern were reported for Iraq, with claims of between 578-732 civilians killed by the Coalition. Most reports are focused on cities and towns – scene of the heaviest bombings. Of these events, Airwars believes 17 Iraqi cases in particular (involving 233-311 alleged fatalities) warrant urgent further investigation.
  • Coalition airstrikes began in Syria on September 23rd 2014, and to June 30th 2015 Airwars has identified 65 alleged incidents in which civilians died. Of these, we believe 35 cases demonstrate a fair level of public reporting – with Coalition airstrikes also confirmed in the near vicinity for that date. An estimated 226-280 civilians died in these Syrian events.
  • Nine claimed ‘friendly fire’ incidents have occurred since Coalition operations began – eight in Iraq. These allege that up to 185 allied forces (mostly Shia militia) have been killed. Airwars believes there is reasonable evidence to support five of these claims – which killed an estimated 48 to 80 friendly forces between them.
  • Although overall the Coalition does a fair job of informing where and when it strikes, it remains almost impossible to hold any of the 12 individual members accountable in the event of civilian deaths. Only Canada consistently reports where and when its aircraft attack.

Shared concerns

Other monitoring groups tracking the violence in Iraq and Syria are also raising concerns, with each reporting hundreds of civilian fatalities from Coalition strikes to June 30th.

Monitoring groups in Syria accept that the Coalition generally tries to limit civilian fatalities – particularly when compared with other actors in the brutal civil war.

Yet as Bassam al-Ahmad of VDC notes to Airwars, the Coalition still has its own obligations when it pursues Daesh amid civilian populations: ‘We know that ISIS is taking civilians as human shields, and is building all its military bases in civilian neighborhood. But according to the Laws of War, the Coalition also has to take into account the general principles of international humanitarian law when conducting its strikes.’

As the international air war against Islamic State enters its second year, there is little sign of the risk to civilians on the ground abating.

As Airwars published its report July 2015 was emerging as the most intensive month yet of Coalition bombings, with 371 strikes reported in Syria alone. Civilian casualty claims also peaked, with 14 new alleged events reported for Syria and eight for Iraq – a new and grim record.

In the wake of the historic agreement between Iran and world powers, Iranian Foreign Minister Mohammad Javad Zarif on Friday called on known nuclear weapons states, including the United States and Israel, to walk the walk and begin disarming their own atomic arsenals.

Writing in the Guardian, Zarif declared: “I sincerely believe that the nuclear agreement between my country—a non-nuclear-weapon state—and the P5+1 (which control almost all nuclear warheads on Earth) is symbolically significant enough to kickstart this paradigm shift and mark the beginning of a new era for the non-proliferation regime.”

“One of the many ironies of history is that non-nuclear-weapon states, like Iran, have actually done far more for the cause of non-proliferation in practice than nuclear-weapon states have done on paper,” Zarif noted.

There is no public evidence that Iran has a nuclear weapons program, and assessments by multiple U.S. government agencies have concluded the country has no plans to develop one.

“Meanwhile, states actually possessing these destructive weapons have hardly even ‘talked the talk,’ while completely brushing off their disarmament obligations under the non-proliferation treaty (NPT) and customary international law,” Zarif declared, referring to the Treaty on the Non-Proliferation of Nuclear Weapons.

“That is to say nothing of countries outside the NPT, or Israel, with an undeclared nuclear arsenal and a declared disdain towards non-proliferation, notwithstanding its absurd and alarmist campaign against the Iranian nuclear deal,” Zarif added.

All of the permanent members of the United Nations Security Council—the U.S., Russia, France, the U.K., and China—are known to possess nuclear weapons. Israel, India, Pakistan, and North Korea also posses nuclear arsenals but have not signed onto the NPT treaty.

However, in the U.S., opponents of the Iran deal, and even some supporters, have stoked fear about the alleged threat that Iran poses to the world.

“One step in the right direction,” Zarif urged, “would be to start negotiations for a weapons elimination treaty, backed by a robust monitoring and compliance-verification mechanism.”

Malaysia seeks help to widen MH370 search

Malaysia will seek help from territories near the Indian Ocean island where a suspected wing part from the missing Malaysia Airlines jet was discovered in an attempt to find more plane debris.

A new piece of debris, meanwhile, found on Sunday on the French island of Reunion did not belong to a plane, Malaysian Director General of Civil Aviation Azharuddin Abdul Rahman told news agencies AP and AFP, amid reports that a new part was found.

Rahman, who is in France for the analysis of the wing part, told AFP one item “was actually from a domestic ladder. It is not a door”.

And a source close to the investigation in Paris said “no object or debris likely to come from a plane” had been placed into evidence on Sunday.

Identified as from Boeing 777

Malaysian Transport Minister Liow Tiong Lai told AFP that civil aviation authorities were reaching out to their counterparts in other Indian Ocean territories to be on the lookout for further debris that could provide “more clues to the missing aircraft”.

He had confirmed in a statement that the wing part had been “officially identified” as from a Boeing 777 – making it likely that it was from the missing Malaysia Airlines flight, as MH370 is the only missing Boeing 777.

The identification was verified by French authorities together with Boeing, the US National Transportation Safety Board and a Malaysian team.

The wing flap was found on Wednesday on Reunion. It arrived on Saturday at a French military testing facility for analysis by experts.

Experts will try to establish whether the part comes specifically from Flight 370, which disappeared on March 8, 2014, while en route from Kuala Lumpur to Beijing with 239 people on board, about two-thirds of whom were Chinese.

The experts are expected to start their inquiry on Wednesday. On Monday, an investigating judge will meet with Malaysian authorities and representatives of the French aviation investigative agency, known as the BEA.

Liow said Malaysia’s Department of Civil Aviation was reaching out to authorities in territories near Reunion to allow experts “to conduct more substantive analysis should there be more debris coming on to land, providing us [with] more clues to the missing aircraft”.

“I urge all parties to allow this crucial investigation process to take its course. I reiterate this is for the sake of the next of kin of the loved ones of MH370 who would be anxiously awaiting news and have suffered much over this time,” Liow said. “We will make an announcement once the verification process has been completed.”

Devraj Urs, former CM to be conferred with ‘Karnataka Ratna’ award

Bengaluru: Karnataka government announced the ‘Karnataka Ratna’ award to former chief minister Devraj Urs here on Monday. The decision was taken at a meeting during the centenary celebrations at Vidhana Soudha.

The meeting was chaired by Chief Minister Siddaramaiah and attended by state ministers. The award has been declared posthumously. The state government has urged the centre to bring out stamps in honour of the former chief minister.

D. Devaraj Urs served two separate terms as Chief Minister for the state of Karnataka. His first term was between the 20th of March 1972 and the 31st of December 1977. His second term as Chief Minister was between the 28th of February 1978 and the 7th of January 1980.

He won the elections consecutively for a span of 28 years. He was repeatedly elected to the Legislative Assembly from Hunsur constituency between 1952 and 1980. His term as Chief Minister is also one of the longest terms in the history of Karnataka.

D. Devaraj Urs is held famously as the greatest social reformers ever from Karnataka. A follower of the late Indira Gandhi, Urs sought to implement the “elimination of poverty” agenda during his term as Chief Minister.

He addressed several questions such as,  education of the “backward” classes of the society, establishment and maintenance of hostels for members of the backward classes and minorities, allocation of stipend funds for the 16,000 odd unemployed members of the minority sections of society, abolition of bonded labor, night soil carrying duties allocated solely to members of the Dalit caste, Land reforms, according to which the tiller or the farmer became the owner, the Kali project for irrigation purposes.

SC clears Justice Katju over Gandhi, Bose remarks

New Delhi: Supreme Court on Monday said that prima facie comdemnation of Justice Markandey Katju by parliament for describing Mahatma Gandhi as a British agent and Netaji Subhash Chandra Bose as a Japanese agent did not violate his right to free speech and expression or in any way dent his reputation.

An apex court bench, headed by Justice T.S. Thakur, while agreeing to further hear the matter, appointed senior counsel Fali Nariman as amicus curiae as Justice Katju’s counsel Gopal Subramaniam told the court that he could not have been condemned by parliament without being given an opportunity to be heard.

Justice Katju , a former judge of Supreme Court and former chairman of the Press Council of India, in one of his blogs, had described Gandhi as a British agent and Netaji as a Japanese agent.

The Rajya Sabha and The Lok Sabha had passed unanimous resolutions condemning and deploring his statement.

82 percent rise in corruption complaints; Railways tops: CVC

New Delhi: An unprecedented over 64,000 corruption complaints were received by the Central Vigilance Commission last year, a rise of 82 percent than the preceding year.

The Commission received 64,410 complaints, including 2,048 brought forward, during 2014. Despite the manifold increase in the volume of work being handled by the Commission, there has been no increase in the staff strength, the CVC said in its annual report 2014, which was tabled in Parliament recently.

The anti-corruption watchdog had received 35,332 complaints in 2013. There has been a rise of 82.29 percent in the corruption complaints in last year.

“It is for the first time that the Commission had received such a high number of corruption complaints,” a senior CVC official said.

Of the total of 64,410 complaints received by the CVC, 36,115 were vague or unverifiable, 758 were anonymous or pseudonymous and 24,012 were for officials not under CVC.

There were 1,214 verifiable complaints which were sent for inquiry or investigation to Chief Vigilance Officers (CVOs) who act as distant arm of the CVC, and CBI.

Railways has topped the list of government organisations against whom maximum number of complaints of alleged corruption–over 12,000–were received by the CVOs in last year.

As many as 12,776 complaints of alleged corruption against Railways employees followed by 6,836 against bank officials, 3,572 against Delhi government employees and 3,468 against Income Tax officials were received in 2014, as per the annual report.

About 45,713 complaints of corruption were received by the CVOs against government employees. Of these, 32,054 were disposed and 13,659 were pending. A total of 6,499 complaints were pending for more than six months, it said.

A total of 3,378 corruption complaints were received against officials working in the Ministry of Petroleum and Natural Gas, 2,917 against employees working under Urban Development, 1,494 against those in Steel Ministry and 1,303 against Department of Telecommunications employees, the annual report said.

The CVC tendered advices in 5,867 cases during 2014. These include Commission’s advice of initiation of major penalty proceedings in 624 cases and minor penalty proceedings in 270 cases as its first stage advice. Similarly, Commission advised imposition of major penalty in 542 cases and minor penalty in 229 cases, it said.

There was a vacancy of 58 employees, as against the sanctioned strength of 296 in CVC, the annual report said.

The CVC had received 37,039, 16,929 and 16,260 complaints in 2012, 2011 and 2010, respectively, according to its annual reports for respective years.

Similarly, 14,206 and 10,142 complaints were received in 2009 and 2008, respectively. In 2007 and 2006, the Commission had received 11,062 and 10,798 complaints, respectively. Also, 9,320, 10,735, 11,397 complaints were received by it during 2005, 2004 and 2003, respectively, as per the annual reports.

Rape-accused Asaram called a ‘saint’ in Rajasthan school textbook

Jodhpur: Rape accused Asaram features in a chapter on saints in a Class III textbook in the district, sharing space with Vivekananda, Mother Teresa and Ramakrishna Paramhans.

Yoga guru Ramdev is also included in the list of saints in the moral education and GK textbook ‘Naya Ujala’ which is taught in many schools of the district.

The chapter also has pictures of Guru Nanak, Kabir, Meerabai and Shankaracharya and the children have been asked to identify them including Asaram, who is in a Jodhpur jail after being arrested in a rape case.

The book has been supplied by a Delhi-based publisher Gurukul Education Books.

Asked about the inclusion of Asaram’s name, a representative of the publishing house said when the book was published, there was no case against Asaram.

“Now we are withdrawing the books from the market and are preparing a new edition of the book sans Asaram”, he said.

When officials of the education department were asked about the book, they expressed ignorance about the matter.

However, they said notices would be issued to the school authorities where the textbook is part of the curriculum.

Asaram is in jail since August 2013 on charges of sexual assault. He was arrested after a 16-year-old girl lodged a police complaint, alleging that the self-styled godman sexually assaulted her at his ashram in Jodhpur.

Movie Review: Drishyam is a perfectly crafted masterpiece sans any loopholes

‘Drishyam’ has been made & re – remade in every South Indian languages possible and all the versions have ended up winning appreciative accolades galore. And now comes the Hindi version directed by an already reputed director named Nishikant Kamat, who needs no special introduction. Incidentally speaking this particular movie’s original version in Malyalam also had the same name ‘Drishyam’. Its other versions were ‘Drishya’ in Kannada, ‘Drushyam’ in Telugu and its most recent version was ‘Paapnasam’ in Tamil.

The re – directed & re – plotted scenario, to suit the Mumbaiyya sensibilities, of director Nishikant Kamat’s ‘Drishyam’ kick starts with Vijay Salgaonkar (Ajay Devgn) waiting at Pandolem police station in Goa. The story, then goes into a flashback mode in which it mirrors all the events that led Vijay in the present day situation. Vijay Salgaonkar is a middle class hard working businessman, running a cable TV business. His life revolves around movies and his family consisting of his wife Nandini Vijay Salgaonkar (Shriya Saran), his teenage daughter (Ishita Dutta) and his younger daughter. Life goes on pretty smoothly for the Salgaonkars, till one day his elder daughter bumps into a notorious Sam in a school camp. Despite repeated warnings, Sam doesn’t stop pestering her, so much so that he even plants a hidden camera in her washroom. Grabbing this ‘opportunity’ with both hands, Sam demands sexual favour from Vijay’s daughter in return for the MMS being deleted. And when Nandini intervenes, he asks for a sexual favour from Nandini instead. Raging with anger & helplessness, Vijay’s daughter hits Sam with a rod that results in him collapsing on the spot. The mother & daughter get furthermore shocked when they learn that Sam was the only son of none other than IG Meera Deshmukh (Tabu). Frightened & helpless they narrate their ordeal to Vijay when he returns back from his office. Vijay then hatches a master plan that will help his family to get rid from the clutches of the police. After this begins the cat & the mouse game between Vijay & Meera.

Director Nishikant Kamat has excelled in his directional skills and crafted a picture perfect masterpiece almost akin to all the versions. He has taken great pains & care to keep the legacy of the film’s ‘vision’ & all the versions alive. Adding & abetting him in his directional journey was the film’s ever perfect script with not even an iota of a loophole. He has created a perfect ambience oriented suspense to keep the cine goers interest alive from the starting point to the finishing line. In fact the entire, behind the scenes, team of the captain of the ship Nishikant Kamat deserves a special noteworthy mention. And his team comprises of Vishal Bhardwaj & Sameer Phaterpekar (music), Aarif Shaikh (editor), Avinash Arun (cinematographer) & above all Upendra Sidhye (script writer).

Performance wise it is but natural that the top most scorers are Ajay Devgn & Tabu. Their incidental & instinctive battle of histrionics is just seen to be believed. The Southern actress Shriya Saran succeeds in holding her fort amongst the 2 powerhouse performers namely Ajay Devgn & Tabu. That apart the other actors like Ishita Dutta, Rajat Kapoor, Mrinal Jadhav & Kamlesh Sawant too have acquitted themselves perfectly in their respective roles.

Tail Piece: Films like ‘Drishyam’ are made just once in a while. So guys just go for it at the earliest opportunity that you can avail of. Period!

Movie Review: ‘Janiva’ is a bold & meaningful film

Director Rajesh Ranshinge, after creating ripples of successful waves on the small screen for almost a decade, has now stepped into the Marathi movies arena with a bold & meaningful film like ‘Janiva’ which means realisation. It underlines not only the trauma that a rape victim undergoes but also how a common boy metes out appropriate justice to the rape victim in his own way.

Sameer Deshpande, a common boy, is a tech savvy guy and always reaches out to help people in distress in his own way. He also runs a band with his 5 friends who also lives a carefree & lively life like him. Sameer gets disturbed once when he comes to know of a rape victim living a life like a vegetable since the last 3 decades. Her rapist has already served a sentence of 7 years but Sameer feels that this is not the right justice as compared to the 30 years trauma that the victim has undergone. So Sameer decides to take the law in his own hand. And then begins a long drawn out court battle.

Rajesh Ransinghe has handled the subject very sensitively displaying his directional expertise. But somewhere along the line he misses the boat precisely because the movie lacks conviction especially for the Marathi audiences who are so used to the tamasha & lavani oriented commercial trappings. He has indeed handled the court scenes brilliantly including extracting a finest performance from the senior actors like Renuka Shahane, Kishore Kadam & above veteran actress Usha Nadkarni. The lack of commercial trappings & romantic angle may not go down well with the cine goers. Yet the producers team headed by Milind Vishnu & director Rajesh Ranshinge deserves full marks for pulling a leaf out of real life and turning it into a an offbeat & a realistic film.

Performance wise it is the senior actors like Renuka Shahane & Kishore Kadam who walks away with all the honours as a defence lawyer & public prosecutor respectively. Satya Manjrekar, as the main protagonist, gives a good account of himself but he still has miles to traverse before he turns into a reliable actor. Other notable performances have been delivered by Indira Krishnan & Kiran Karmarkar as Sameer’s parents and of course veteran actor Usha Nadkarni as the rape victim’s Nurse & Caretaker.

Tail Piece: A good viewing for lovers of good cinema. Besides it will go down well with the festival circuit audiences.

Modi government blocks over 850 porn sites in India

New Delhi: The Modi government has given an unpleasant surprise to the porn lovers across the country by blocking nearly 857 porn sites.

This came on light on Saturday, when scores of porn lovers took to social media platforms to express their disappointment after seeing blank pages while surfing for porn.

Confirming the same, one porn lover took to Reditt and posted a screenshot with the message “blocked as per the directions received from Department of Telecommunications, Government of India”.

Internet service providers namely Vodafone, MTNL, ACT, Hathway and BSNL have blocked the porn sites, as per reports.

The unhappy internet users took to Twitter and other social media sites to vent out their anger. #PornBan was the trending topic on Twitter yesterday.
